Smajić: Forto again sends a law that ensures Primorac continues to run BHANSA!

(Patria) - Minister of Transport and Communications of BiH Edin Forto announced today that the Council of Ministers of BiH will again submit to the legislative procedure the Proposal for amendments to the Law on the Agency for Air Navigation Services, despite the fact that the House of Representatives rejected the identical bill on February 28 this year.

Džemal Smajić, delegate (SBiH) in the House of Peoples of the Parliamentary Assembly of BiH reacted to these announcements, stating that the Law was rejected because Forto wants to enable the current director of BHANSA, Davorin Primorac, the son-in-law of Dragan Čović, to continue running BHANSA after his second term expires in 2026.

Primorac would, Smajić adds, thus lead one of the most important agencies in Bosnia and Herzegovina for 11 years.

“The fact that BHANSA is considered a family business is also evidenced by the fact that the director's brother Ivica is the head of finance, whereby tenders and all other financial transactions of BHANSA, which has an annual budget of 80 million KM, remain under the control of a family close to HDZ. Also, Forto is demanding that the same person can be appointed as a member of the BHANSA Council for an unlimited number of terms, and the current chairperson of that Council is Sanja Škuletić Malagić, head of the Cabinet of Minister Forto, who directly influenced this solution in the law.

This is just another proof that the Troika is fulfilling all the wishes of Dragan Čović, despite the fact that the legal system of BiH does not provide for the head of any institution to be appointed for more than two consecutive terms,” emphasizes Smajić.

He adds that, regarding the Bosnia and Herzegovina Directorate of Civil Aviation (BHDCA), Forto points out that the amendments to the Law on Aviation will solve the problem of BHDCA's undercapacity.

“The question arises whether the new hiring in BHDCA is intended to eliminate the imbalance of Bosniaks in this institution, because instead of 50% of employees, Bosniaks make up only 14%, while Serbs make up 77%. For Edin Forto, this is obviously not an issue, because although BHDCA is an administrative organization within his ministry, he has never asked the director of BHDCA to respect the legal obligation on proportional representation of constituent peoples and Others. The representatives of the Troika constantly emphasize that compromise has no alternative, but in this case it is obvious that this compromise is exclusively at the expense of Bosniaks and the state of Bosnia and Herzegovina!”, said Smajić.
