KS Assembly adopts Financial Plan of the Health Insurance Fund of KS for 2021

SARAJEVO, (Patria) - The KS Assembly, with 19 votes (individual voting) in favor and five against, adopted the Financial Plan of the Health Insurance Fund of KS for 2021, amounting to 484,051,000 KM.

The adoption of the Financial Plan was preceded by a debate among representatives who analyzed the plan and submitted amendments. The KS Government adopted the amendments from the caucuses of SDP BiH, NiP, NS, and independent representatives.

Amendments

Amendment I

1.1 61100 salaries and employee benefits in the amount of 4,908,000 KM is reduced by 500,000 KM 

The funds are transferred to 4.600000 current reserve funds, and the amount is increased from 2,000,000 KM to 2,500,000 KM

Amendment II

From position 1.3 K.O 61300 Expenses for materials and services, the amount of 957,000 KM is reduced to 628,000 KM as follows:

- 613100 travel expenses are reduced from 20,000 KM to 10,000 KM
- 613200 energy expenses are reduced from 185,000 KM to 140,000 KM
- 613300 expenses for utility and communication services are reduced from 163,000 KM to
120,000 KM
- 61400 material procurement is reduced from 96,000 KM to 60,000 KM
- 613700 expenses for current maintenance are reduced from 102,000 KM to 52,000 KM

- 613910 expenses for information, special legal fees, and systematic medical examinations of employees of the Health Insurance Fund are reduced from 90,000 KM to 69,000 KM
- 613910 expenses for representation are reduced from 10,000 KM to 5,000 KM
- 613920 professional training is reduced from 45,000 KM to 15,000 KM
- 613930 expenses for professional services are reduced from 161,000 KM to 81,000 KM

A total amount of 329,000 KM is transferred to position 4.600000 current reserve funds, and the amount is increased from 2,500,000 KM to 2,829,000 KM

Amendment III

2.3.4 613943 medical rehabilitation services in the amount of 1,500,000 KM are reduced by 700,000 KM and transferred to 4.600000 current reserve funds, and the amount is increased from 2,829,000 KM to 3,529,000 KM

Amendment IV

2.4.1 613944 finished medicines in the amount of 66,000,000 KM are reduced to 65,000,000 KM
2.4.2 613944 ampoule medicines in the amount of 3,000,000 KM are reduced to 2,700,000 KM
2.4.3 613944 magistral medicines in the amount of 600,000 KM are reduced to 500,000 KM
2.4.5 613944 fee for dispensing services in the amount of 10,000,000 KM is reduced to 9,700,000 KM
2.4.8 613944 funds for assistance in purchasing medicines not on the KS list of medicines are reduced from 600,000 KM to 500,000 KM

A total amount of 1,900,000 KM is transferred to position 4.600000 current reserve funds, and the amount is increased from 3,529,000 KM to 5,429,000 KM

Amendment V

2.6 613946 costs of treatment outside the canton and entity are reduced from 400,000 KM to 300,000 KM

A total amount of 100,000 KM is transferred to position 4.600000 current reserve funds, and the amount is increased from 5,429,000 KM to 5,529,000 KM

Amendment VI

2.10 613970/980 expenses based on other independent activities and occasional work are reduced from 215,000 KM to 165,000 KM
- 613970/981 compensation for the work of the Management Board is reduced from 50,000 KM to 30,000 KM
- 613970/982 compensation for the work of commissions appointed by the decision of the Management Board or director is reduced from 64,000 KM to 34,000 KM

A total amount of 50,000 KM is transferred to position 4.600000 current reserve funds, and the amount is increased from 5,529,000 KM to 5,579,000 KM

Amendment VII

2.12 613991 participation in the costs of professional development is reduced from 50,000 KM to 20,000 KM
The amount of 30,000 KM is transferred to position 4.600000 current reserve funds, and the amount is increased from 5,579,000 KM to 5,609,000 KM

Amendment VIII

2.16 614250 compensation for salary during temporary incapacity for work is reduced from 9,000,000 KM to 7,500,000 KM

The amount of 1,500,000 KM is transferred to position 4.600000 current reserve funds, and the amount is increased from 5,609,000 KM to 7,109,000 KM

Amendment IX

2.18 614817 execution of court judgments and enforcement orders is reduced from 500,000 KM to 400,000 KM

The amount of 100,000 KM is transferred to position 4.600000 current reserve funds, and the amount is increased from 7,109,000 KM to 7,209,000 KM

Amendment X

2.5.1.1 613945 PUBLIC INSTITUTION CLINICAL CENTER UNIVERSITY OF SARAJEVO planned funds from the material costs position are reduced by 2,000,000 KM

The amount of 2,000,000 KM is transferred to position 4.600000 current reserve funds, and the amount is increased from 7,209,000 KM to 9,209,000 KM

Amendment XI

2.5.1.1 PUBLIC INSTITUTION CLINICAL CENTER UNIVERSITY OF SARAJEVO planned funds from the material costs for the functioning of PET CT are reduced by 650,000 KM

The amount of 650,000 KM is transferred to a new position which reads reimbursement for expensive medicines for the treatment of COVID-19.
