KS Assembly on the death of girl Džena Gadun, calling for health inspection to be returned to MZ

SARAJEVO, (Patria) - Deputies of the KS Assembly at today's continuation of the session will consider the remaining agenda items, including the Information of the Ministry of Health of the Canton of Sarajevo on the case of the deceased girl Džena Gadun from Kakanj, with the inspection findings of the Cantonal Administration for Inspection Affairs of the Canton of Sarajevo - Inspectorate, Sanitary, Health and Pharmaceutical Inspection and Food Inspection. The girl was operated on November 8, and after the eyelid surgery, she was transported from a private clinic to the KCUS in a coma, where she died on November 14.

This Information states that the Ministry of Health of the Canton of Sarajevo has already sent an initiative to the Government of the Canton of Sarajevo and the Ministry of Justice and Administration of the Canton of Sarajevo for amendments to the Law on Ministries and Other Administrative Bodies of the Canton of Sarajevo to return the health inspection to the Ministry of Health, which performs inspection and other administrative and professional tasks determined by law and other regulations.

"The health inspection would operate within the Ministry of Health of the Canton of Sarajevo, and in this way, the process would be centralized and it would be checked whether private healthcare facilities and private practices operate in accordance with the issued work permits, and in this way, the healthcare system in the Canton of Sarajevo would be further strengthened," the Information states.

During the inspection of three clinics, it was determined that the girl's surgery was performed under general anesthesia, although this is prohibited in private practices and can only be performed under local anesthesia. Also, Dr. Nina Jovanović, who performed the surgery, did not have a license to practice in KS.

"Regarding the control of equipment and instruments of the specialist practice 'Dr. Suad Rožajac', a general anesthesia machine with a monitor - SNS COMPANY, CE0473, then two aspirators (according to Dr. Suad Rožajac, both functional) and a thermocautery were found in the premises. Proof of functionality, i.e., manufacturer's certificate, confirmation of regular servicing, as prescribed by Article 8, paragraph 2 of the Rulebook on conditions for performing private practice, group practice, as well as conditions for performing private practice based on a special contract with a healthcare institution ('Official Gazette of FBiH', numbers 104/13, 16/14 and 66/15) was not provided for the aforementioned equipment.

By random selection, several anesthesia records were reviewed, and it was determined that they were not fully maintained, as the type and quantity of anesthetic administered, the duration and course of anesthesia could not be clearly defined, nor were they properly certified by a specialist anesthesiologist."
