KS Assembly Has Not Yet Voted on 2023 Reports: Are Directors of Sarajevo Pharmacies, KS Health Insurance Fund, KS Inspectorate... Being Protected?

The KS Assembly working session is scheduled for December 16, and another session could be held by the end of December to adopt the Sarajevo Canton Budget, but at this moment, no one can confirm that the Budget for 2026 will be adopted by the end of the year.

However, what is even more interesting is that the KS Assembly, or rather the ruling majority, continues to avoid holding the continuation of the 19th Working Session of the KS Assembly, where voting on agenda items is "all" that remains.

Although the Speaker of the KS Assembly, Elvedin Okerić, announced on September 23 that the 19th Working Session of the KS Assembly would soon continue, this has not happened, nor are there any indications of when it might.

It is evident that coalition partners do not have the same opinion on certain reports, and to avoid the rejection of reports and potential dismissals of directors, there is a tacit agreement not to schedule the session.

These are the reports on the work and financial operations of most cantonal companies and institutions in the fields of communal economy, health, education, culture, and inspection for the year 2023. The last continuation of this session was held in February 2025.

The fact that the KS Assembly is late in adopting reports is also shown by the data that the report of the Public Institution Sarajevo Pharmacies for 2022 was adopted in November 2023. And now the KS Assembly has put itself in a situation where it is entering 2026 without having finished voting for 2023.

There are several sensitive reports over which the Trojka parties are arguing. One of them is the report of Sarajevo Pharmacies, whose director is Zenaida Hasić. Her mandate expires next May, and she took over the leadership of this public institution in 2021 as a cadre of Aljoša Čampara with the support of the SDP. Although the KS Government is not overly concerned with the work of Sarajevo Pharmacies, some employees suspect that Sarajevo Pharmacies will be privatized. Certain segments, such as the in-house production line Galas, have been shut down, and the exact debts to suppliers are currently unknown. After taking over Sarajevo Pharmacies, Hasić changed the list of suppliers, completely eliminated some, and debts are growing.

In several public companies and institutions, several directors have changed from 2023 to the present, most notably at the Public Institution Health Center KS, Pokop, KJKP Rad, VIK, Toplane-Sarajevo.

Reports over which the Trojka parties still cannot agree include the one from the Cantonal Directorate for Inspection Affairs, headed by Adis Mešić, the Institute for Pre-university Education, and the Health Insurance Fund of KS.
