KS Assembly Passes Law Enabling Funding for Landslide Remediation at Ćurina Njiva

(Patria) - Following the adoption of the Sarajevo Canton Budget for 2026, the KS Assembly passed the Law on Directing Funds for Landslide Remediation Assistance Collected from Special Fees, which establishes the purpose and method of directing special fee funds collected based on the Decision on Legalization of Buildings Constructed Without Building Permits and Temporary Buildings.

The SC Government may direct special fee funds towards: landslide remediation within local self-government units in Sarajevo Canton, and landslide remediation within local self-government units outside Sarajevo Canton if it causes detrimental consequences to the property of Sarajevo Canton or causes detrimental consequences to the lives, health, and material assets of the residents of Sarajevo Canton.

"The essence of the law is to enable the use of dedicated funds even in situations where the landslide is not located within Sarajevo Canton, but the population or material assets in Sarajevo Canton are directly threatened. Therefore, this law enables the use of dedicated funds in situations where the population or material assets on the territory of Sarajevo Canton are threatened, and the landslide is outside the territory of another canton, in this case, in the territory of Republika Srpska. We have been trying to solve the problem of landslides at Ćurina Njiva for a long time, however, those responsible have not wanted to get involved, primarily the Municipality of Istočni Stari Grad and Republika Srpska. The Government of Sarajevo Canton, together with the Municipality of Stari Grad, has taken it upon itself to solve this problem," said KS Prime Minister Nihad Uk in his introductory remarks.

Special fee funds are directed according to a Program adopted by the Government upon the proposal of the Ministry of Communal Economy, Infrastructure, Spatial Planning, Construction and Environmental Protection of Sarajevo Canton, prepared by the Sarajevo Canton Construction Institute based on prior opinions obtained from municipal mayors within Sarajevo Canton. Oversight of the application of this law is carried out by the Ministry of Communal Economy, Infrastructure, Spatial Planning, Construction and Environmental Protection of Sarajevo Canton, and the control of the expenditure of special fee funds is carried out by the Ministry of Finance of Sarajevo Canton.

Given that the purpose of using special fee funds includes, among other things, landslide remediation to protect the lives and safety of citizens, the need arose to adopt regulations to enable the use of these funds for landslide remediation within local self-government units outside Sarajevo Canton if it causes detrimental consequences to the property of Sarajevo Canton or causes detrimental consequences to the lives, health, and material assets of the residents of Sarajevo Canton.

This law does not change the basic purpose of the funds, but rather expands the scope of their application to ensure more efficient and responsible use of public resources in situations requiring responsible action.

The Assembly adopted the Decision on Granting Consent to the Financial Plan of the Sarajevo Canton Health Insurance Fund for 2026, the Decision on the Execution of the Financial Plan and Work Program of the Sarajevo Canton Health Insurance Fund for 2026.

The Work Program of the Sarajevo Canton Assembly for 2026 was also adopted, the Decision on Amending the Decision on Mandatory Preventive Systematic Deratization in Sarajevo Canton, and the Decision on Granting Consent for the Conclusion of a Servitude Agreement (KJP ZOI '84 Olympic Center Sarajevo d.o.o.), which enables the construction of an adrenaline park – Alpine Coaster on Bjelašnica.

The public will be informed in a timely manner about the continuation of the 28th working session of the KS Assembly.
