Scandalous Budget: 244 Million Marks Taken from Central Bank to Transfer 200 Million to Entities!

(Patria) - The Draft Budget of BiH Institutions for 2025, adopted by the BiH Council of Ministers last week, envisages an increase in revenue from the Central Bank of BiH by about 180 million marks compared to last year.

According to this document, revenue from the Central Bank last year amounted to 64 million marks. This means that during 2025, if the proposal is adopted, a total of 244 million KM would be transferred from the Central Bank of BiH to the budget. The larger part of the money would be immediately transferred to the budgets of Republika Srpska and the Federation of BiH, writes istraga.ba

According to the Draft Budget, which will be on the agenda of the BiH Presidency today, the section on “direct transfers from the unified treasury account” states that, “in accordance with the Article of the Law on the Budget of BiH Institutions for 2025,” 133.3 million marks will be transferred to the Federation of BiH, and 66.6 million marks to Republika Srpska. Which article of the Law – is not specified. However, it is stated that last year, 2024, not a single mark was transferred from the BiH Budget to the entities.

To summarize – Last year, not a single mark was transferred from the BiH Budget to the entities. This year, a transfer of 200 million marks is planned. Last year, 64 million marks were transferred from the Central Bank of BiH to the BiH Budget. This year, 244 million KM will be taken from the Central Bank. Of those 244 million from the Central Bank, 66.6 million KM will be transferred to the RS Budget, and 133.3 million KM to the FBiH Budget.

“The Draft Law on the Budget of BiH Institutions has been adopted. Another record high, increased by 180 million KM. More money for the Constitutional Court, the Court of BiH, the HJPC, the Prosecutor's Office of BiH, and some other important institutions of our country. Recruitment of over 700 people into the BiH Armed Forces, 150 into the BiH Border Police, recruitment of new personnel into SIPA and some other important institutions of our country. The Draft Law on the HJPC was also adopted by the votes of the ministers of the Trojka, HDZ, and Minister Hurtić, SNSD was outvoted,” Elmedin Konaković proudly announced on social media after the last session of the BiH Council of Ministers.

The increase of 180 million KM he mentions coincides with the increase in the amount that will be taken from the Central Bank of BiH. Of the 180 million “increase,” 200 million will be transferred to cover budget shortfalls in the budgets of the Federation and Republika Srpska.

Incidentally, the Draft Budget for 2025 does not plan funds for the procurement of election technologies, nor funds for the EU negotiator.
