Scandal in Republika Srpska: Dodik's office guesses procurement value!

(Patria) - The office of the President of Republika Srpska awarded a consortium of companies "Sirius 2010" and "Sector security" almost 200,000 KM for the procurement of video surveillance equipment, writes Capital.ba.

What is interesting is that the office of the President of Republika Srpska has such a well-trained staff that they estimate procurement values so well, that the difference between the estimated procurement value and the winning bid sometimes amounts to only three KM.

In the latest contract award to the Banja Luka company "Sirius", this difference is, however, twice as large and amounts to a whole six KM.

Namely, the estimated value of the procurement excluding VAT was 160,000 KM, and "Sirius" and "Sector" offered to do this job for 159,994 KM.

The IT company "Sirius 2010" is, unofficially, the second company through which "Prointer" operates and is closely linked to them when it comes to numerous tenders in RS. Formally, this is not visible in excerpts from court registers of business entities.

This is not the first contract that the President's office has awarded to "Sirius".

At the beginning of the year, they gave them the IT infrastructure maintenance job worth around 140,000 marks.

At that time, the estimated value of the procurement excluding VAT was 119,000 KM, and "Sirius" agreed to do that job for 118,995 KM, or for only five marks less than the estimated value.

This company also received the software procurement contract for the President's office, for which they were paid around 40,000 KM.

For Milorad Dodik, "Sirius 2010" also procured office and computer equipment worth almost 235,000 marks.

In that case too, it is symptomatic that the estimated value of the procurement excluding VAT was 200,000 KM, and that "Sirius" offered a price lower by only three marks, i.e., 199,997 KM.

In addition to "Sirius", Dodik, when it comes to IT companies this year, also cooperated with "Prointer", and they were paid almost 165,000 KM for the procurement of IP telephony and a switchboard, while they were paid around 90,000 marks including VAT for the video conferencing system.

As with "Sirius", the situation with "Prointer" is very similar. The estimated value of the procurement for IP telephony and the switchboard excluding VAT was 140,000 KM, and "Prointer" estimated that they could give up 12 marks and agreed to do that job for 139,988 marks.

A similar situation occurred with the video conferencing system, but "Prointer" was not in a position to offer a large discount this time.

The estimated value of the video conferencing system was 78,000 KM, and "Prointer's" offer was for 77,997 marks.
