House of Peoples of PS BiH Session: Will there be a quorum for work?

(Patria) - The House of Peoples of the Parliamentary Assembly of Bosnia and Herzegovina is expected to consider several legal proposals today at its session, which were submitted to the parliamentary procedure in the previous period by the Council of Ministers of BiH, the House of Representatives of the State Parliament, as well as individual delegates.

The Speaker of the House, Kemal Ademović, stated that as the Speaker, he has put forward all laws that came from the House of Representatives and were adopted in that house, from the Council of Ministers of BiH, and from delegates in the House of Peoples of PS BiH, which have not yet been considered.

He stated that some of these laws have elements of urgency and have been put into procedure on an urgent basis.

Among the proposed laws that delegates are expected to consider in the first reading is the Bill on the Regulator, Transmission and Market of Electricity in BiH, proposed by the Council of Ministers of BiH.

The Council of Ministers of BiH has determined the proposal of this law, marked with 'EI', as confirmation of appropriate alignment with EU regulations in this area.

The aim of the law is to transpose 16 EU directives and the Electricity Integration Package, with a focus on creating an organized wholesale electricity market and establishing an electricity exchange in BiH, thereby fulfilling one of the prerequisites for our country's exemption from the application of the Carbon Border Adjustment Mechanism (CBAM) in this area.

The proposed legal solutions correspond with the Reform Agenda for the Growth Plan and involve connecting the electricity market of Bosnia and Herzegovina with the electricity markets of the contracting parties of the Energy Community and the European Union.

Delegates are also expected to consider a set of laws in the field of intellectual property, marked with 'EI'.

The Council of Ministers of BiH, at the proposal of the Institute for Intellectual Property of BiH, has determined four draft laws, namely on the protection of trade secrets as intellectual property rights, on the protection of semiconductor product topographies, on patents, and on trademarks, with the aim of aligning them with the legal acquis of the European Union.

At the same time, individual draft laws on representation in the field of industrial property rights and on amendments to the Law on Industrial Design have been determined, which have also been submitted to the Parliamentary Assembly of BiH for consideration, given that they follow the determined laws for which there is an obligation to align with the legal acquis of the EU.

Also on the agenda are several draft laws submitted to the House of Peoples by the House of Representatives, as well as a number of laws proposed by individual delegates.

About ten items relate to granting consent for the ratification of international agreements, treaties, and memorandums.

However, the question is whether there will be a quorum for work at today's session, as the continuation of the 16th urgent session on Monday did not have a quorum. None of the delegates from HDZ appeared. The agenda for that session included the dismissal of SNSD ministers in the Council of Ministers of BiH and Nikola Špirić from the leadership of the House of Peoples of PS BiH.
