House of Peoples PS BiH session: Ademović again claims he was not consulted on the agenda, Čović commented on the Strasbourg verdict

(Patria) - At today's session of the House of Peoples of the BiH PA, the Speaker of the House, Nikola Špirić, read out the agenda, and then declared that they would proceed with the first item on the agenda.

The floor was then taken by Deputy Speaker Kemal Ademović, who stated that the first item on the agenda could not begin because he had previously requested the floor.

"Given that we do not have consensus here, we have several issues that have been ongoing for several months where the Speaker is violating the Rules of Procedure of the House of Peoples. The item I am requesting to be included on the agenda has again not been included, I have not been consulted on the agenda again, and therefore I propose that the House decides on what has been proposed," said Ademović, who read out the proposed conclusions, including a change in the order of the items on today's agenda.

Nikola Špirić took the floor and stated that there was an agreement to ratify all agreements at today's session.

"That the items that were on the interrupted session be on the agenda. The agenda is defined by those who request an urgent session, and that is a very clear position," said Špirić.

Želimir Nešković (SDS) took the floor and pointed out that he had objections regarding the implementation of the Rules of Procedure.

"You know when eight delegates submitted a request for an urgent session. That deadline was missed. It concerned three agenda items: the dismissal of Špirić, the dismissal of two ministers, and the dismissal of deputy ministers. Without consulting any member of the Collegium, two members changed the agenda. This is a serious violation of the Rules of Procedure. Since you have already done so, and if you had good intentions, out of the three agenda items, you have given us 27 items into which you have incorporated what we requested, but you have placed them at the end of the agenda. Eight delegates represent the majority in this House and come from all caucuses. If you want to work together with us, you must consult the people who have the majority. If you do not do so, you do not have good intentions. You are sending a bad message here. This House is losing its functionality. What you are doing makes no sense. If you want us to work, and we want to make all decisions, both difficult and simple ones, and all laws, please consult us when determining the agenda," said Nešković.

The Head of the Bosniak Caucus, Šefik Džaferović, stated that the continuation of the interrupted 15th session had never been held.

"You gave the explanation that these items are on this session, but formally, the continuation of that session should have been scheduled. It is still unclear to anyone what happened to that session. You fled from that session. We will not stoop to the level you are trying to lower this House to. We are now in a dilemma. Should the people representing the parliamentary majority participate in this or not. You have put the ratifications first, and that is a lure. We will not swallow that lure. We will participate when it comes to concrete projects," said Džaferović.

Member of the Collegium, Dragan Čović, stated that it had never happened that decisions were made without a member of the Collegium.

"Today, another Collegium meeting was concluded, never without a member," said Čović.

In his address, he also touched upon the case of Slaven Kovačević in Strasbourg, congratulating Monika Mijić for defending the interests of BiH against a "gross attack on the Dayton Peace Agreement Annex IV".

"Since I am here, a big thank you or congratulations to Ms. (Monika) Mijić and Mr. (Davor) Bunoza and all those who engaged in protecting the interests of BiH from a gross attack on attempts to transform the Dayton Agreement Annex 4 and the BiH Constitution by seeking some civic concept, and it is legitimate, legal to do so, outside the institutions of BiH, directly as it was done," said Čović.

Delegate Nenad Vuković (PDP) stated that Dragan Čović left the previous session because he had a meeting with the Trojka.

"You say the session was interrupted because of Bajram. That's not true. You left and had a meeting with the Trojka," said Vuković.
