Union reiterates demand to Uku: Start permanent job competitions in schools and kindergartens

(Patria) - The Independent Union of Primary Education of the Federation of Bosnia and Herzegovina - Cantonal Committee of the Independent Union of Primary Education of Sarajevo Canton considers that one of the biggest problems in education is the shortage and constant turnover of workers in kindergartens and primary schools, especially those workers whose main job is direct educational work with children and students, including workers in extended-day programs where working conditions are inhumane.

The union reiterated its demand to the Prime Minister of Sarajevo Canton, Nihad Uk, regarding the approval of public competitions for permanent positions.

"Unlike the hiring of workers in other sectors, especially in the bodies and institutions of the Canton where workers are permanently hired on a permanent basis, in education, public competitions for permanent positions are unfortunately approved only in years when political campaigns are conducted. The long-standing poor treatment of workers in kindergartens and primary schools results in constant replacement of workers in vacant positions, which directly negatively affects children and students, as well as workers because they cannot resolve their second most important existential issue in life - the issue of employment.

One of the main reasons, besides low salaries and poor working conditions, why young people do not want to become educators, is the issue of permanent employment. In this regard, we have already addressed you with letter no. 1453/25 dated September 10, 2025, and requested that the Government of Sarajevo Canton stop the bad practice and immediately begin permanently granting consent for announcing public competitions for permanent positions in primary schools as public institutions and in the public institution 'Djeca Sarajeva' Sarajevo. Given that we have no knowledge that you have acted upon our request, we hereby send a renewed request for the approval of public competitions for permanent positions," the letter states.
