Security agencies received a qualified opinion due to regulations they don't even enact!

SARAJEVO, (Patria) - The House of Representatives of the BiH Parliament continues to discuss audit reports for institutions that received a qualified opinion from the Audit Office.

Deputies are thus reviewing auditors' reports for the Ministry of Defence, Ministry of Foreign Affairs, Directorate for the Coordination of Police Bodies, Border Police, Ministry of Security, Indirect Taxation Authority, Agency for Identification Documents, Records and Data Exchange, High Judicial and Prosecutorial Council, State Investigation and Protection Agency, and the Prosecutor's Office of BiH.

Most directors of these institutions are attending this session in accordance with the conclusion.
Šefik Džaferović (SDA) stated that today's discussion is not aimed at creating problems for anyone, or beheading anyone, or similar.

- The goal is to see where the problem lies. Let them say what is being done and we will have the real situation. We need to create a system that will not have negative audit reports – said Džaferović.

Dušanka Majkić (SNSD) stated that compared to 2014, we have six more institutions with a qualified opinion.

- We need to think. What does a qualified opinion mean? It means whether the institution operates in accordance with the laws. That is bad. Out of ten, seven are stated to be true and fair, and only one out of ten does not have a problem operating with the law and regulations. Only one does not show a problem with public procurement. They received 200 new recommendations. And there are those from before that are not being respected – said Majkić.

She added that the value of public procurement is 15 percent of BiH's annual budget.

- Public procurement is usually the reason for a qualified opinion. We also received an opinion on performance, and it states the weaknesses in public procurement – said Majkić, adding that accountability must be raised, as it is the source of corruption.
Aleksandra Pandurević (SDS) noted that police agencies are not to blame for some of the things they are criticized for regarding compliance.

- The director of SIPA has written five times, and it was the same before. The rulebook was only received in December, so one cannot hang himself. The trunk volume was mentioned as a remark, so surely in audits they must consider the needs of the agencies for which vehicles are purchased – said Pandurević.

Salko Sokolović (NB) believes that when it comes to this topic, there should be no positions or opposition.

- We can observe that the financial reports of the audits are positive, and that is significant progress. We have security agencies and the Ministry of Security here today because someone else did not do their job. We have a qualified opinion because the police supplement has not been regulated. They insisted that this be resolved, it should have been resolved back in 2008. The Council of Ministers should have adopted a by-law for the director of a security agency to ensure its implementation – said Sokolović.
