Selman writes to FBiH Government again: Without Nikšić's signature, Lukač cannot be director

Sead Selman, president of the Independent Board of the FBiH Police, who has again appointed Dragan Lukač as director of the Federal Police Administration despite the conclusion of the FBiH Government to annul the competition procedure and conduct it according to the new Law on Internal Affairs of the FBiH, does not give up on the intention for Lukač to sit in the chair again as soon as possible, writes the news agency Patria.

Thus, Selman has again sent the FBiH Government a Request for issuing a decision on the appointment of Dragan Lukač, without which he cannot start working.

However, that decision has not been signed, and it has been on the desk of Prime Minister Nermin Nikšić since January 30 this year. It has been known for some time that the decision of the Independent Board is binding, but without the FBiH Government, Selman cannot bring good news to Lukač.

Selman, however, in his letter to the FBiH Government warns that this decision is final and binding, disregarding all warnings from legal experts who have clearly stated that Lukač, even without war service, meets the conditions for retirement, and it is incoherent to appoint someone and give them a four-year mandate when they already meet the conditions for retirement in the first year of the mandate.

Even the ministers in the FBiH Government do not know how this case will end, and numerous lawsuits against Selman have been announced, who, according to the new Law on Internal Affairs, is in a conflict of interest and cannot even be a member of the Independent Board, let alone its chairman.

Let us recall, the saga called Dragan Lukač began back in late September when the competition was announced, and the Federal Police Administration has been without its first man since December 6 when Lukač's mandate expired. The Government made a decision to appoint Ensar Korman as acting director until the election of a new director.

During all this time, Lukač does not come to work, nor does anyone in the Federal Police Administration now know what his role is. He has used up his annual leave and sick leave, and Selman increasingly spends time in the legal department of the Federal Police Administration to find a way to appoint Lukač.

But the law is clear. Without a decision from the FBiH Government, Korman remains acting director of the Federal Police Administration, and Lukač's status within the police structures remains unknown.
