OSCE Mission Head in Banja Luka with representatives of authorities, opposition, journalists: Welcomed easing of political tensions

(Patria) - The Head of the OSCE Mission to Bosnia and Herzegovina, Ambassador Rick Holtzapple, concluded today his two-day visit to Banja Luka, where he met with political, institutional and civil society actors to reaffirm the Mission's commitment to supporting democracy, the rule of law, human rights and inter-institutional dialogue in BiH.

During the visit, Ambassador Holtzapple held meetings with key officials, including MP in the House of Representatives of the Parliamentary Assembly of BiH Branislav Borenović, Vice-Presidents of Republika Srpska (RS) Ćamil Duraković and Davor Pranjić, President of the National Assembly of RS Nenad Stevandić, Chairperson of the Council of Peoples of RS Srebrenka Golić, President of the Supreme Court of RS Daniela Milovanović and Chief Prosecutor of RS Željka Radović. He also met with representatives of civil society organisations and independent journalists from Banja Luka.

During meetings with Republika Srpska officials and other interlocutors, the Ambassador emphasised the OSCE's role as a constructive, impartial and long-standing partner, while underscoring that functional institutions, committed to preserving the rule of law and the constitutional framework of BiH, are necessary for meaningful cooperation. He welcomed recent efforts aimed at easing political tensions and stressed that the smooth and inclusive conduct of the early elections on 23 November will be crucial for restoring public trust and legal certainty in institutions, for the benefit of Republika Srpska and all its citizens, as well as overall stability in Bosnia and Herzegovina.

Ambassador Holtzapple also emphasised the key role of legislative bodies in maintaining a coherent legal framework that protects human rights and the constitutional order.

The independence and integrity of the judiciary were central topics in discussions with the Supreme Court and the Republika Srpska Public Prosecutor's Office. Ambassador Holtzapple expressed concern regarding the increasing pressure and intimidation targeting judicial officials and stressed the importance of protecting the judiciary from political influence. He reaffirmed the Mission's support for the fair, efficient and independent prosecution of high-level corruption and organised crime cases, while recognising the challenges faced by judicial institutions in terms of resources and capacity.

During a meeting with representatives of civil society organisations and journalists, Ambassador Holtzapple highlighted the OSCE's commitment to protecting the work and safety of human rights defenders and independent media. Participants pointed to operational challenges they face in Republika Srpska, including pressures related to draft laws such as the RS Media Law and announced laws on disinformation. The Ambassador once again emphasised the Mission's readiness to provide assistance in holding public consultations, deliver expert opinions on draft laws, and advocate against any measures that would restrict fundamental freedoms.

The engagement of the OSCE Mission to BiH in Republika Srpska confirms the Mission's commitment to fostering constructive dialogue and supporting the effective functioning of institutions at all levels in Bosnia and Herzegovina.
