SEVEN MEMBERS KS ASSEMBLY TO CONFIRM NEW COMPOSITION OF INDEPENDENT BOARD

SARAJEVO, (Patria) - The KS Assembly, at its session on January 31, should also vote on the Proposal of the Decision on the appointment of the Independent Board of the Sarajevo Canton Assembly, after the completed procedure following the Public Advertisement. The procedure was conducted by the Commission for the selection of candidates for the position of Board members.

The mandate of the current Independent Board expires on January 31.

The Commission for Elections and Appointments and Administrative Affairs of the KS Assembly has submitted a proposal list of seven members. For the next four years, the Board members will be: Kenan Kapo, Esad Solak, Jasmin Idrizović, Adis Šečić, Branislav Bunjevac, Mensud Cibra, and Mineta Hrvat.

A total of 21 applications were received for the tender, while 17 candidates attended the interview.

After scoring, the first seven candidates were proposed as members of the Independent Board.

Members of the Independent Board are selected from among distinguished experts in the fields of legal, social, and criminal sciences, and from organizations dealing with human rights protection or other related fields, who are not employed in the internal affairs bodies in Bosnia and Herzegovina or other police-security agencies in Bosnia and Herzegovina. At least one member of the Independent Board must be a law graduate, i.e., a Bachelor of Laws with 240 ECTS study points. The composition of the Independent Board reflects the national composition of the population in the territory covered by the Canton according to the 1991 census.

The Independent Board performs the following tasks within its jurisdiction:

a) announces and conducts the Public Competition for the appointment of the Police Commissioner;

b) selects and proposes a list of candidates for the election of the Police Commissioner to the Canton Government, which it submits through the Minister;

c) monitors the work of the Police Commissioner, supervises the application of the Police Commissioner's powers in managing the Police Administration in accordance with Article 23 of this law, and reports on it to the Sarajevo Canton Assembly;

d) if it deems it necessary, it can conduct a direct inspection of the acts and files of the Police Administration in accordance with Article 47 of this law;

e) proposes the dismissal of the Police Commissioner to the Canton Government in accordance with this law;

f) conducts the first-instance disciplinary proceedings against the Police Commissioner and imposes disciplinary sanctions;

g) receives, considers, and acts upon submitted complaints regarding the work of the Police Commissioner;

h) adopts the rules of procedure of the Independent Board and reports to the Canton Assembly on its work;

i) performs other tasks that are assigned to its jurisdiction by this Law.

j) exchanges information, data, and documents on individual cases with the Security Commission of the Sarajevo Canton Assembly as needed.
