SDP calls on the Parliament of FBiH to stop Dragan Lukač's arbitrariness

The Social Democratic Party of Bosnia and Herzegovina demands that the Parliament of FBiH stop, as they say, the arbitrariness of the Director of the Federal Police Administration, Dragan Lukač, reports the Patria News Agency.

- The latest scandal with the admission of special police officers has once again exposed all the arbitrariness and dictatorship that Dragan Lukač is carrying out in the Federal Police Administration.

SDP BiH once again demands the application of legal instruments prescribed by the Law on Internal Affairs of FBiH and the initiation of an independent parliamentary investigation and oversight of the work of the Federal Police Administration and the illegal retired director Dragan Lukač.

- We are convinced that carrying out this oversight would reveal numerous illegalities in its work and actually show the public that the federal police works exclusively in the interests of political centers of power, and not in order to protect citizens, their lives, property, and security in general.

We will submit the initiative to initiate parliamentary oversight in this case at the next session of the Parliament of FBiH.

We are providing the public with documents that very clearly show that during the admission of candidates for the special unit, its director once again used the FUP as his private police force.

Four candidates who should have been admitted based on objective point results were removed from the list, to be replaced by suitable candidates chosen according to the wishes of the illegal director. Every citizen should ask themselves, tomorrow when they are saving us in the most difficult life situations, whether instead of physical and psychological fitness, the crucial factor will be who recommended them to become special police officers or how they declared themselves in the competition.

Chronic despotism in the FUP is also evident through the direct violation of the Law on Police Officers of FBiH. 

This law, in Article 51, paragraph 4 d), states that the selection commission is the one that proposes candidates, specifically those with the highest number of points from the list. Despite the clear wording of the Law, Director Lukač exceeded his authority by unauthorizedly intervening in the list and violated the Law by acting contrary to its provisions.

From the attached documents, one can see which legal provisions are in question, compare the ranking list with the list of admitted candidates, and see what kind of malpractice is involved. Bearing in mind all of the above, we demand that the Parliament of FBiH ensure the correction of the injustice and illegality that has been committed.

It is now clear how detrimental it is that the Independent Board of the Parliament of FBiH does not exist, because that is the only way to ensure legal oversight of the work of the Director of the Federal Police Administration. Therefore, in this case, there is no one to control the illegal actions of the police director. We remind that this is a consequence of the non-compliance with the law by the current government, primarily SDA and HDZ BiH, who are thus directly protecting the director's arbitrariness. 

It is obvious that SDA and HDZ have more than consciously blocked the establishment of the Independent Board and the Appeals Committee in order to install cadres suitable to them in police structures through Lukač, without any hindrance. We hope that the Parliament of FBiH will have enough strength to ensure the implementation of oversight and thus return the federal police to serving its citizens, instead of being a private police force at the service of the powerful from SDA and HDZ, as it is today - stated the SDP BiH press release.
