SDP MP Ermina Salkičević-Dizdarević appointed head of Tax Administration Tešanj, will she leave Parliament?

(Patria) - State MP Ermina Salkičević-Dizdarević (SDP BiH) has been appointed head of the Tax Administration Tešanj following a tender procedure conducted by the Civil Service Agency of the Federation of Bosnia and Herzegovina, as this is a civil servant position within the Tax Administration of FBiH.

Admir Omerbašić is heading the Tax Administration of FBiH under authorization from the Government of the Federation of BiH. Although a tender for the director position was conducted in the meantime, Muhamed Hasanović, the current Deputy Minister of Finance and Treasury (SDP), withdrew from that position, the tender was annulled at the end of 2025, and the Government of FBiH extended Omerbašić's authorization.

The tender was announced on July 30, 2025. This information has attracted attention considering that Salkičević-Dizdarević is a professional MP in the House of Representatives of the BiH Parliament and receives a monthly salary of around 7,000 KM.

She has not yet taken up the position as an appeal process is underway.

We asked MP Salkičević-Dizdarević if there were any obstacles for her to apply for this tender as a state MP.

“Applying for a public tender is neither illegal nor incompatible with the function of an MP in the House of Representatives of the BiH Parliament. There is no legal obstacle for an MP to be a candidate in a public tender. As you surely know, membership in a political party is also not an obstacle to applying for civil service.

The Election Law of BiH stipulates that eventual incompatibility can only occur from the moment of appointment or taking up a position that is legally incompatible with the mandate of an MP. Therefore, by simply applying for the tender, I have not violated any legal provision.

If taking up the mentioned duty were incompatible with the mandate of an MP, I will act in accordance with the law and opt for one of the positions within the prescribed period,” she stated in her response to Patria.

It is possible that Salkičević-Dizdarević will take up the position at the Tax Administration Tešanj only in a few months to avoid having to leave her position as an MP. According to the official website of the Tax Administration of FBiH, Amelija Mehinović is acting head of the Tešanj branch.

According to the Law on Civil Service of FBiH, which will also apply to Salkičević-Dizdarević as a civil servant of the Tax Administration of FBiH, incompatibilities with civil servant duties are listed, including that they “must not follow the instructions of political parties”.

State MPs make decisions based on the instructions from their party headquarters, or based on prior political agreements with coalition partners. Thus, the head of the SDP BiH Club in the House of Representatives of the BiH Parliament, Saša Magazinović, often states in advance how SDP MPs will vote on a certain law, which clearly indicates instructions from the party headquarters or even multiple political parties forming the majority.

And the fact that Salkičević-Dizdarević is well-regarded within the SDP itself is shown by the party's forum held in Tešanj two days ago, where she was one of the speakers.

Salkičević-Dizdarević holds a Master’s degree in Economics and previously held a political office as Deputy Minister of Foreign Trade and Economic Relations of BiH from 2012 to 2015.
