SDP BiH, DF, SDA and SBB Sign Proposal for Law on Electoral Units of FBiH

SARAJEVO, (Patria) - Representatives of SDA, SBB, SDP and DF will sign today the proposal for the law on electoral units and the number of mandates of the Parliament of the Federation of BiH, which will be submitted to the parliamentary procedure. This is an attempt to resolve the ruling of the Constitutional Court of BiH on the appeal of Božo Ljubić regarding the composition of the House of Peoples of the Parliament of FBiH.

The proposal for the law on electoral units and the number of mandates of the Parliament of the Federation of BiH will be signed by the heads of the parliamentary party clubs: Ismet Osmanović from SDA, Nasir Beganović from SBB, Elvir Karajbić from SDP, and Dženan Đonlagić from DF. Support for this proposal has also been announced by Naša stranka. 

Earlier, a similar proposal was submitted by SDP BiH and DF, while this one includes technical amendments. The agreement among these four parties came after a series of negotiations and talks with representatives of the Venice Commission, the international community, and the refusal of HDZ BiH to find a compromise solution. HDZ BiH's demand was to also change the method of electing the Presidency of BiH, which other parties rejected. The position of the Venice Commission is clear: the ruling pertains exclusively to the composition of the House of Peoples of the Federal Parliament. 

This proposal will certainly not be supported by HDZ BiH, while there is still no reaction from the international community. 

The proposal by SDA, SBB, SDP and DF states that the number and structure of delegates in the House of Peoples are determined in accordance with the provision of the Constitution of FBiH, which stipulates that each constituent people from each canton will receive at least one seat, provided there is at least one such delegate in the legislative body of the canton, as well as with the 1991 census as the basis for all calculations requiring demographic data until the implementation of Annex 7.
