SDA, DF and HDZ have agreed on everything, signing tonight or in the morning

After the meeting of the delegations of SDA, DF and HDZ BiH held today in Sarajevo, journalists were told that a document titled Program Principles of Parties and Coalitions for the establishment and functioning of government in BiH has been agreed upon, but it has not been signed yet, and it is expected to be signed tonight or tomorrow morning as the text of the document is still being finalized, reports the reporter of the BiH news agency Patria (NAP).

As stated at the press conference, these principles are not in conflict with the Program Principles signed on November 9 by SDA, DF and the Alliance for Change of RS.

Dragan Čović, leader of HDZ, said that this program contains ten points, and its main goal is for BiH to move forward.

- We used this part of the meeting to define the titles of key points. Representatives of these parties gathered here today who want to form a government together at all levels in BiH will finalize the text we have, but we will also make a summary, and I believe we will sign it tonight or tomorrow morning. And with that, we would send a message that, as far as these parties are concerned, we are ready to proceed with the implementation of election results in order to move BiH in the right direction as soon as possible - said Čović, adding that he "is not afraid that Milorad Dodik will get angry with him because there is no reason to be angry".

The Program Principles are:

1. Constitution and Election Law

2. Euro-Atlantic Integrations

3. Rule of Law

4. Economic and Social Reforms

5. Infrastructure Projects

6. Equality of Peoples and Preservation of National Identity

7. Rights of Veterans

8. Sustainable Return

9. Prevention and Removal of Consequences of Natural Disasters

10. Concrete Measures, Plan and Implementation

Čović also spoke about his earlier agreement with Milorad Dodik, leader of SNSD, and said that they expected journalists to be most interested in their relationship with those who were not at the table today.

- We said earlier, when those meetings with SDA, DF, and the Alliance for Change were taking place, that everything is legal and permissible. The key task for all of us is to try to identify partners who are ready to form a government based on the legitimacy of the election process. I am one of those who was too hasty in saying that we would have a government by New Year. This process needs to be built on vulnerability. We all have a real commitment to avoid any blockades and to move BiH forward, because there are many things left to do. On the other hand, this agreement we have created today can be readily prepared for full implementation. The National Assembly of RS will convene on November 24, so we will monitor that situation - said Čović.

Bakir Izetbegović noted in his address that these two agreements are definitely not in conflict and that three priorities remain in their actions, namely the registration of military property, the reduction of VAT, and Euro-Atlantic integrations.

- The content of the text has also been defined, but we will need two or three hours to finalize the agreement. There will be nothing that conflicts with the document previously signed with the Alliance for Change, perhaps only some additional elements. So, no one will block things for anyone here. We will work in parallel, there is no specific order of priority, and it would be natural to move from lower to higher levels, but there will be no blockades - said Izetbegović.

The leader of DF, Željko Komšić, had a very interesting presentation, stating that DF will not seek any ministerial Croatian positions in the Council of Ministers or at the level of the FBiH Government, nor Bosniak positions.

- Consider what is left, there are others too. We will see this document before signing when people finalize the text. But it is certain that these are principles that guarantee the successful functioning of the government. Regarding the formation of government at all levels, it is important that it is done as soon as possible. I think the conditions for forming a government have been met, and I am primarily referring to the state level. That is my opinion, and I think there are no obstacles to doing so - Komšić emphasized.
