Independent Union of Primary Education Files Complaint Against Ministry of Education and Science KS for Corruption

(Patria) - The Independent Union of Primary Education and Upbringing of FBiH issued a press release regarding the "non-transparent and corrupt activities of the Ministry of Education and Science of Canton Sarajevo".

The aforementioned complaint was submitted to the Office for Combating Corruption and Quality Management of Canton Sarajevo on March 12, 2024.

We are publishing the submitted complaint in its entirety:

"Article 110, paragraph (2) of the Collective Agreement for Preschool Education and Primary Education and Upbringing in Canton Sarajevo (‘Official Gazette of Canton Sarajevo’, numbers: 24/22, 40/22, and 7/24) stipulates the obligation of the Ministry of Education and Science of Canton Sarajevo (hereinafter: the Ministry) to publish and regularly update data on vacant positions from point e) of paragraph (1) of the aforementioned article on its official website, based on data that institutions are obliged to provide in situations where a certain position is vacant and when the director intends to hire staff in accordance with point e) of paragraph (1) of the aforementioned article.

Through our letters number: 854/23 dated April 6, 2023, 2223/23 dated December 4, 2023, and 616/24 dated February 29, 2024, we have requested a society of equals, not a society of connections, for transparent operations, prevention of potential corrupt practices, and adherence to the Collective Agreement (letters attached).

It is evident that the Ministry applies double standards regarding the employment/transfer of staff/amicable transitions to the Institute for the Development of Pre-University Education compared to other institutions, and that there are clear indications that the Ministry's previously described conduct can be viewed as corrupt activity and a threat to the quality in the administrative bodies and services of Canton Sarajevo, which is why we request that the Office act in accordance with its competencies and prevent the non-transparent and corrupt activities of the Ministry."
