Reserves of the RS Government cannot cover the cost of competencies they want to take from BiH

SARAJEVO, (Patria) - The RS budget for the next year does not allocate funds for financing institutions that, as persistently announced by Milorad Dodik, should change their jurisdiction and be transferred from the state level to the competence of this entity.

As explained by Finance Minister Zora Vidović, in the budget for the next year, "such items are not provided for since they do not exist." However, she added, "although we did not plan in the budget (for financing institutions that will be moved from the state to the entity level), we have left certain reserves in certain positions, if certain things happen that we must finance from those areas, of course we are ready for that."

At which "certain positions" budget allocations are planned if "certain things happen," Minister Vidović did not specify. However, even without her explanation, it is completely clear that the "certain reserves" that would finance all those institutions that Dodik plans to separate from the state and transfer to the entity level would have to amount to, perhaps, half of the budget planned for 2022.

This does not bother the President of RS, Željka Cvijanović, who claims that this entity is ready for the transfer of competencies, although in her statements she is buying time. Speaking about the upcoming special session of the National Assembly dedicated to the return of seized competencies, Cvijanović reminded that there are multiple proposers of agenda items, i.e., information that should detect problems and move towards finding solutions.

"Those solutions should enable the system to function, so that no one usurps anything from anyone, no one harasses anyone, and we all turn to the most important issues that solve the most important problems of citizens," she noted.

She claims that the essence of the matter is to open the way for appropriate talks, which could last up to six months, because that will be a deadline within which the RS Government is required to offer certain legislative solutions to regulate a certain area.
