Auditors object to Council of Ministers: You shouldn't have spent 432,078 KM on new vehicles!

The General Secretariat of the Council of Ministers of BiH should not have procured new vehicles, according to state auditors, as stated in the report on the institution's operations, reports the BiH news agency Patria (NAP).

Namely, the General Secretariat of the Council of Ministers of BiH purchased three new official vehicles last year and spent 432,078 KM on them. Despite the fact that frequent repairs of old vehicles became too costly, auditors object to the authorities for purchasing new ones.  

- We believe that allocating significant financial resources in the conditions and environment in which the General Secretariat operates is not appropriate given the general economic situation in Bosnia and Herzegovina. In this regard, we are of the opinion that when making such and similar decisions, the general situation in the environment should be considered, and the decisions made should be adjusted accordingly - is the auditors' assessment.

According to the report, the General Secretariat of the Council of Ministers of BiH, responsible to the Chairman Vjekoslav Bevanda, procured three official vehicles in 2013, two for the needs of Bevanda's office and one for the needs of the Office of the Secretary General Zvonimir Kutleša, of which two were high-class vehicles.

- The total purchase value of the vehicles was 432,078 KM, with individual values of 218,790 KM and 148,590 KM (vehicles for the Chairman's office) and 64,698 KM (vehicle for the Secretary General's office) - it is stated.  

In addition, the auditors highlighted the case of selling used vehicles through public auction, the repair of which had caused significant costs in previous years.

- The total purchase value of the sold vehicles was 471,794 KM. A total revenue of 60,868 KM was generated from the sale of vehicles. A vehicle with a purchase value of 217,966 KM was sold for 34,218 KM, a vehicle with a purchase value of 206,667 KM was sold for 23,350 KM, and a vehicle worth 46,161 KM was sold for 3,300 KM. The net book value of the vehicles at the time of sale was 95,796 KM, so the vehicles were sold for 34,928 KM less than their net book value. The auction was successfully conducted only on the third attempt - concluded the auditors, reports Patria.
