Debate in the FBiH House of Representatives: On Novalić, Kukić, Sarajlić and Zukić from the blacklist

SARAJEVO, (Patria) - The Chairman of the Security Commission, Damir Mašić, said that at the first session they requested the presence of the FBiH Prime Minister, representatives of the FUCZ and other institutions, and that only Ensad Korman from the FUP regularly attends sessions.

“We held the second session after the FBiH Government session at which the FUCZ director was suspended, but we adopted a series of conclusions. We requested from the Government that at the next Commission session, Prime Minister Fadil Novalić and Finance Minister Jelka Milićević be present. We requested that everything be discussed in Parliament, but also that possibilities for terminating the respirator procurement contract be examined,” said Mašić.

He added that at the third session of the Commission they received certain information and answers, but they were incomplete. 

“The Commission concluded that the FUCZ did not act in accordance with the rules, and during the procurement of respirators it did not conduct a market analysis. In the third conclusion, the Commission concluded that the FUCZ established a contractual relationship with Srebrena malina even though it knew it did not have a permit from the Agency for Medicines, furthermore, it did not verify the professional capability of Srebrena malina, there were no guarantees that the equipment would be delivered, considering that it was an advance payment, the FUCZ failed to secure an adequate guarantee that what was paid for would be respected and delivered. Among the conclusions is also one stating that the Government did not adequately monitor the work of the FUCZ. The deadline for the delivery of respirators under the contract has expired, so the Commission requested that the House of Representatives terminate the contract and that FUCZ director Fahrudin Solak be dismissed,” stated Mašić.

The Commission, as he says, requested that the Audit Office conduct an audit of the overall work of the FUCZ.

Zlatko Kravić said that the Committee for Public Health also convened, and that they thoroughly reviewed the information on the activities of the FBiH Government.

“We express dissatisfaction that in the crisis headquarters on the territory of FBiH there were no healthcare workers, who would contribute to better and more efficient work,” read Kravić the unanimous conclusion of the committee. 

He added that the Committee gave support to the investigative authorities. 

Also, the Committee proposed a thematic session on healthcare in FBiH.

The President of the Naša stranka Club, Sabina Ćudić, said that the FBiH Prime Minister is not present at the session due to ongoing proceedings.

“It would be desirable for the session to be opened precisely by the Prime Minister. However, he authorized his deputy, Minister Vesko Drljača, and then Drljača passed that on to a freelance associate in the Government, Goran Miraščić, who gave us a 50-minute lecture and left. I am interested in who will answer questions about the work of the Government and whether Miraščić can do that when he is not a member of the Government,” asked Ćudić. 
Alma Kratina, President of the DF Club, spoke about responsibility and her party's proposal that the Prime Minister and Deputy Prime Ministers resign. 

“For me, the behavior of Minister Vesko Drljača is not a surprise; we have witnessed it before. I am sorry that today we are witnessing a situation where we do not have the application of the so-called Corona law and that measures were delayed. We are used to the health sector responding to the task in a state of emergency, but we are also used to the Government not coping and trivializing the work of representatives,” added Kratina.

Elzina Pirić, President of the PDA Club, said that Novalić should have resigned after the “Igman” cluster. 

She also commented on the FUCZ director.

“Fahrudin Solak seems to suit all governments. He was the director of the FUCZ also during the time of the floods, which we should have discussed now. However, we should not be concerned about Solak, who does not answer to us, but about the Prime Minister who has lost control,” stated Pirić and added that the prices of masks and other supplies remain unknown. 

Nermin Muzur (Narod i pravda) asked in the discussion “is there a bigger corona than the events with Aluminij”. 

“We have had numerous problems, the relations between SDA and HDZ, and now we are talking about morality and the FBiH Government. Is there anything worse for Bosniaks and Croats than this procurement of respirators,” asked Muzur.

The President of the SDA Club, Osman Ćatić, expressed dissatisfaction due to the fact that not all those who should attend this session are in the hall. 

“He reminded that at the time of the celebration of the anniversary of Igman from Konjic, there were no decisions for the celebration to be held. I think it is not okay for Elzina Pirić to talk about a process involving Prime Minister Novalić, and her boss also has a process, but is not asked about it. There must be responsibility, because it should have been known what was being purchased and what kind of procurements these were,” added Ćatić.

Pirić replied, ironically thanking Ćatić for “calling her out” again to come to the podium. 

“Unlike your boss, who is being investigated by the Prosecutor's Office of BiH, my boss was elected under indictment with the support of the people in the Parliament of BiH. Asim Sarajlić has an indictment and is in the Parliament of BiH. Your former secretary Amir Zukić is on the US blacklist. Unlike my boss, your boss spent budget funds. I would ask you not to mention people who are not here in the future. Fadil Novalić must go,” emphasized Pirić.

Ćatić responded that everyone Pirić mentioned (Sarajlić, Zukić) was expelled from the SDA party.

Salko Zildžić said that Pirić is confusing that there are proceedings against the Prime Minister, not an indictment, and that against “Elzina Pirić's boss there is an indictment, which is a big difference”.

Marian Klaić, head of the HDZ Club, said they are dissatisfied with the way the composition of the FBiH Crisis Headquarters was changed.

“With that change, the Decision that has been in effect for 17 years was violated, and the FUCZ director was appointed as superior to the Chief of Staff. This violated the principle of subordination, which is dangerous in times of crisis,” said Klaić and emphasized that pressures on the judiciary, which HDZ fully supports so that illegal procedures are prosecuted, are unacceptable.
