Initiative to dismiss Nenad Nešić failed

(Patria) - The initiative to dismiss the Minister of Security of BiH, Nenad Nešić, and the reconstruction of the Council of Ministers of BiH did not receive support at today's session of the House of Representatives of the BiH Parliament.

As expected, there was no entity majority in the second round of voting either. 25 representatives voted in favor, 14 against, while one representative abstained.

Thus, the opposition from Republika Srpska saved Nešić, who was not dismissed because PDP and SDS representatives voted against, so there was no entity majority.



We remind you that the initiative for Nešić's dismissal was submitted by SDA representatives - Šerif Špago, Edin Ramić, Safet Kešo, Amor Mašović, Denijal Tulumović, Nermin Mandra, Šemsudin Dedić, and Midhat Čaušević.

The initiative stated that Nenad Nešić, during his guest appearance on a Serbian television channel on May 21st this year, insulted the victims of the genocide in Srebrenica in a particularly crude manner and denied the genocide against Bosniaks as a fact proven in the International Court of Justice in The Hague.

No entity majority for the dismissal of the Minister of Security of BiH Nenad Nešić

Administrative Fees

The House of Representatives today adopted the Bill on Amendments to the Law on Administrative Fees, proposed by the Council of Ministers of BiH.

The proposed law serves to implement the recommendations of the BiH Institutions Audit Office and improve the monitoring of the collection of customs duties and administrative fees.

The Indirect Taxation Authority of BiH initiated the adoption of this law for more adequate collection and control of administrative fee collection and to facilitate fee payment for taxpayers per case.

The amendment to this law also allows the Court of BiH to carry out the compulsory collection of fees.

On Salaries and Allowances

Representatives considered the principles of the Bill on Amendments to the Law on Salaries and Other Allowances in Judicial and Prosecutorial Institutions at the BiH level.

Due to the lack of an entity majority during voting, the proposed law was sent to the Collegium of the House for harmonization.

The Council of Ministers of BiH determined the proposal of this law, which implements the decision of the Constitutional Court of BiH.

The amendments to the law, proposed by the Ministry of Justice, equalize the right to accommodation costs and compensation for separate living for professional staff in judicial institutions with judicial officeholders, judges, and prosecutors at the BiH level, in order to ensure the principle of judicial independence.

At the same time, compensation for mandatory duty or readiness to work is introduced for judges and prosecutors, and its amount, conditions, and method of realization will be defined by the Council of Ministers of BiH by a special decision.

The Constitutional Court of BiH, by a previous decision, determined that the Law on Salaries and Other Allowances in Judicial and Prosecutorial Institutions at the BiH level is not in accordance with the relevant provisions of the BiH Constitution, the Protocol to the European Convention for the Protection of Human Rights and Fundamental Freedoms, and the International Covenant on Civil and Political Rights, because it does not contain provisions on the right to accommodation costs and compensation for separate living for professional staff in BiH judicial institutions, as stated earlier by the Council of Ministers of BiH.

Representatives did not accept the negative opinion of the Legal and Constitutional Affairs Committee on the Bill on Amendments to the Election Law of BiH, proposed by representative Šemsudin Mehmedović, and returned the proposed law to it for reconsideration and preparation of a new report.

The initiative by Sabina Ćudić, which obliges the BiH Ministry of Defense to, within 30 days of the adoption of this initiative, make amendments or additions to Article 5 of the Rulebook on Uniforms of the Armed Forces of BiH, thus allowing members of the Armed Forces of BiH to wear a hijab as a religious symbol, did not receive the necessary entity majority of votes during the representatives' voting, so it was sent to the Collegium for harmonization.

For the same reason, Denis Zvizdić's initiative, by which the House of Representatives of the BiH Parliament initiates the BiH Ministry of Civil Affairs to start the procedure for concluding an Agreement on Dual Citizenship between BiH and the Federal Republic of Germany, was also sent to the Collegium for harmonization.
