PROBLEMS WITH ANNOUNCEMENT Will technical inspections of vehicles from RS and Brčko District be recognized in FBiH?

SARAJevo, (Patria) - The Government of the Federation of BiH adopted the information of the Federal Ministry of Transport and Communications on activities undertaken according to the Conclusion of the Government of the Federation of BiH from 03.06.2021, and tasked this ministry to, in cooperation with the Federal Ministry of Internal Affairs, prepare the text of the Decision on non-recognition of technical inspections from areas outside the Federation of BiH until the full implementation of the harmonized Rulebook on Technical Inspections of Vehicles for the next Government session.

The information stated that the Federal Ministry of Transport and Communications, in cooperation with the Federal Ministry of Internal Affairs, prepared information on the possibility of suspending the application of the notice from the Ministry of Communications and Transport of BiH, which relates to the recognition of technical inspections throughout the territory of BiH.

This was done following the conclusions of the Government of the Federation of BiH, adopted at its 266th and 268th sessions, based on which the Government sent a letter to the Council of Ministers of BiH, informing it of the controversial notice, and requesting its withdrawal until the full implementation of the Rulebook on Technical Inspections of Vehicles.

It was pointed out that the Rulebook has not been fully implemented, and that the functioning of a unified information system, through which measurement results from devices would be directly downloaded, has not been ensured, in order to minimize the possibilities of abuse and influence on the results of vehicle technical compliance.

Also, the notice from the Ministry of Communications and Transport of BiH itself was made by invoking the application of this rulebook, which is questionable, and as such unacceptable in this specific case.

Given that the Council of Ministers of BiH has not yet considered this issue, and there have been no reactions from the competent bodies to the withdrawal of the controversial notice, and taking into account the meetings held by the Ministry with the Association of Technical Inspection Stations for Vehicles within the Chamber of Commerce of FBiH, as well as the initiatives of insurance companies in FBiH, it is proposed to adopt a decision on non-recognition of technical inspections from areas outside the Federation of BiH.
