
(Patria) - The emergency session of the House of Representatives of BiH PA, scheduled to start at 1 PM, has not yet begun. Although sessions of this house are usually delayed by more than half an hour, this is an emergency session.
At 1:20 PM, only a few state deputies out of the 42 in this house were present in the hall. The agenda does not include laws but rather ratifications and agreements. SNSD announced that no more laws will be adopted until the issue of the Constitutional Court of BiH, i.e., the departure of foreign judges and the adoption of a new law on the Constitutional Court of BiH, is resolved.
According to Patria's information, the session has been postponed to 2 PM, and consultations between coalition partners (the 'trojka', SNSD, and HDZ) regarding the agenda are underway. SNSD is demanding a unified vote for all items, while the 'trojka' insists on individual voting. The agenda initially contained four items, with a fifth item added later concerning the reconstruction of the Brčko-Gunja bridge.
Agenda for today's emergency session:
• 1. Approval for the ratification of the Agreement on the Recognition of Professional Qualifications of Doctors of Medicine, Doctors of Dental Medicine, and Architects in the Context of the Central European Free Trade Agreement, No: 01.02-21-1-2103/23 dated 2 October 2023;
• 2. Approval for the ratification of the Agreement on the Recognition of Higher Education Qualifications in the Western Balkans, No: 01.02-21-1-2104/23 dated 2 October 2023;
• 3. Approval for the ratification of the Financing Agreement concluded between Bosnia and Herzegovina, Republika Srpska, and the European Investment Bank (Banja Luka Medical Complex Project), European Fund for Sustainable Development – EFSD + Investment Framework 1 (FI No 91.071 – SERAPIS 2019-0319), No: 01.02-21-1-2102/23 dated 2 October 2023;
• 4. Approval for the ratification of the Investment Grant Agreement to support the Water Supply and Sanitation Project in Bosnia and Herzegovina under the Instrument for Pre-Accession Assistance (IPA II) between Bosnia and Herzegovina and the European Investment Bank, No: 01.02-21-1-2105/23 dated 2 October 2023.
• 5. Approval for the ratification of the Agreement between the Council of Ministers of Bosnia and Herzegovina and the Government of the Republic of Croatia on the Reconstruction of the Brčko (BiH) – Gunja (HR) Bridge on M14.1 (BiH)/DC 214 (HR), No: 01.02-21-1-2141/23 dated 6 October 2023.
