House of Representatives of the BiH Parliamentary Assembly convenes on May 15, will the opposition from the RS seek the dismissal of Marinko Čavara

(Patria) - The 27th regular session of the House of Representatives of the Parliamentary Assembly of Bosnia and Herzegovina has been scheduled for May 15, with only 12 items on the agenda.

Among the first items are amendments to three laws, including the Proposal on Amendments to the Law on the Public Radio-Television Service of Bosnia and Herzegovina, submitted by MP Jasmin Imamović, who seeks to reduce the compensation for members of the BHRT Management Board from three to two minimum wages.

Also on the agenda is the Proposal on Amendments to the Law on the Basics of Road Traffic Safety in Bosnia and Herzegovina, submitted by MPs Saša Magazinović and Jasmin Imamović, as well as the Proposal on Amendments to the Law on Salaries and Allowances in Institutions of Bosnia and Herzegovina, submitted by the House of Peoples of the Parliamentary Assembly of Bosnia and Herzegovina.

The agenda also includes several reports, one of which is the Report on the Work of the Joint Commission for Supervision of the Work of the Intelligence-Security Agency of Bosnia and Herzegovina for 2024. Incidentally, this commission rarely meets, even though Bosnia and Herzegovina is facing one of the most severe crises threatening the security order of the state.

Deputies will also consider the Information of the Attorney's Office of Bosnia and Herzegovina regarding arbitration proceedings, pursuant to the conclusion of the House of Representatives of the Parliamentary Assembly of Bosnia and Herzegovina from the 27th session held on April 15, 2025.

Given the announcements coming from the opposition in the RS, there is a possibility that at this session, the dismissal of Marinko Čavara from the Collegium of the House of Representatives of the BiH Parliamentary Assembly may be proposed, as a response to statements by Dragan Čović, who criticized the opposition from the RS for failing to honor the agreement from Kupres.

Nebojša Vukanović, who was an informal candidate for Minister of Security of Bosnia and Herzegovina and is currently a deputy in the National Assembly of the RS, stated that he will propose the dismissal of both Čavara and Borjana Krišto and that they seek support from deputies in the Federation of Bosnia and Herzegovina for this. At the end of January, Nebojša Radmanović (SNSD) was dismissed, and Darko Babalj (SDS) was appointed in his place.

At the beginning of March, Krišto proposed Goran Selak for Minister of Security of Bosnia and Herzegovina after the dismissal of Nenad Nešić, but he withdrew from the procedure. Since then, the position of Minister of Security of Bosnia and Herzegovina has been vacant, with the duties performed by Deputy Minister Ivica Bošnjak (HDZ BiH). It is evident that the HDZ is in no hurry to fill this position, and Čović still does not want to give up Milorad Dodik and the SNSD and replace them with the opposition, which has less capacity in the House of Representatives of the BiH Parliamentary Assembly, as well as only two delegates in the House of Peoples of the BiH Parliamentary Assembly, while the SNSD has three and holds the quorum in its hands.

Precisely because of this fact, the dismissal of SNSD ministers in the Council of Ministers of Bosnia and Herzegovina has been avoided for months, as well as the dismissal of Nikola Špirić from the Collegium of the House of Peoples of the BiH Parliamentary Assembly, and they are assisted in this by HDZ delegates, including Čović.

During sessions of the House of Peoples, coordination between Čović and Špirić is clearly visible, as their actions force the Bosniak Club to leave the session so that they can then accuse them of blockades.
