(Patria) - The Prosecutor's Office of Bosnia and Herzegovina has filed an indictment charging a total of 21 individuals and legal entities with conspiracy to commit criminal offenses, corruption-related crimes, and illegal trade in dozens of higher education diplomas, mainly in economics, law, technical engineering, healthcare, management, and other fields of study.
Through an extensive investigation by the BiH Prosecutor's Office and SIPA over the past two years, thousands of pieces of material evidence have been collected, more than 130 witnesses have been heard, including representatives of the academic community, and special investigative measures have been carried out in which police officers were directly involved in uncovering the illegal sale and issuance of diplomas.
According to the collected evidence, at least 49 higher education diplomas have been issued, the annulment of which will be sought in the legally prescribed procedure. The BiH Prosecutor's Office and SIPA have gathered evidence that individuals who illegally purchased diplomas participated very little or not at all in the educational process at higher education institutions, and for the purchase of illegal diplomas they usually paid amounts of several thousand euros.
The commission of these criminal offenses has caused great damage to the higher education system in BiH, as well as endangering all citizens through the work and activities of individuals with illegally obtained university diplomas.
Within the proceedings, the BiH Prosecutor's Office will seek to impose a ban on the accused persons from performing duties in higher education institutions.
The indicted legal entities, i.e., private universities, operated in the areas of Banja Luka, Mostar, and the Brčko District.
The accused are charged with criminal offenses of conspiracy to commit criminal acts, abuse of office or authority, illegal trade, forgery of documents, and other related criminal offenses.
The prosecution team will prove the responsibility of the accused by calling around 70 witnesses, 8 expert witnesses, and submitting more than 3,000 pieces of material evidence, including files and student and university documentation.
The accused are:
1. Zoran Kalinić, born in 1954 in Banja Luka, citizen of BiH, engaged as rector at the Independent University of Banja Luka, currently under restrictive measures imposed by the Court of BiH,
2. Dragan Ilić, born in 1984 in Banja Luka, citizen of BiH and the Republic of Serbia, co-owner of the College of Applied and Legal Sciences "Prometej" Banja Luka, currently under restrictive measures imposed by the Court of BiH,
3. Vladimir Stojanović, born in 1965 in Belgrade, engaged as acting rector at the University of Modern Sciences "CKM" Mostar and director at the College "Union" Mostar, currently under restrictive measures imposed by the Court of BiH,
4. Dragan Đuranović, born in 1966 in Doboj, citizen of BiH, engaged as rector at the University of Business Engineering and Management "PIM" Banja Luka,
5. Denis Pračić, born in 1967 in Bosanska Gradiška, citizen of BiH, employed at the College "Union" Mostar as a manager and at the University of Modern Sciences Mostar, currently under restrictive measures imposed by the Court of BiH,
6. Mirko Tufegdžija, born in 1962 in Bosanska Dubica, employed under a service contract at the University "PIM" Banja Luka, currently under restrictive measures imposed by the Court of BiH,
7. Ljubiša Todorović, born in 1981 in Bijeljina, citizen of BiH, employed at the College "Prometej" Banja Luka and CKM University Mostar, currently under restrictive measures imposed by the Court of BiH,
8. Dragan Golijan, born in 1953 in Rečice, citizen of BiH, professor at the University "Victoria International University" Mostar, legal successor of the University of Modern Sciences "CKM" Mostar,
9. Vaso Pajić, born in 1944 in Bijeljina, citizen of BiH, currently under restrictive measures imposed by the Court of BiH,
10. Vojislav Škrbić, born in 1946 in Drvar, citizen of BiH, professor emeritus at "PIM" Banja Luka, currently under restrictive measures imposed by the Court of BiH,
11. Goran Lalović, born in 1968 in Sarajevo, citizen of BiH and the Republic of Serbia, currently under restrictive measures imposed by the Court of BiH,
12. Dušan Perić, born in 1964 in Brčko, citizen of BiH, employed under a representation agreement with the Independent University NUBL Banja Luka, currently under restrictive measures imposed by the Court of BiH,
13. Senad Sinanović, born in 1952 in Orašje, citizen of BiH,
14. Ljubinko Dobraš, born in 1963 in Banja Luka, citizen of BiH,
15. Miodrag Tepić, born in 1967 in Derventa, citizen of BiH,
16. Independent University for Political and Social Sciences "NUBL" Banja Luka, headquartered in Banja Luka,
