Call to Employers for Participation in the Co-Financing Program for Hiring Interns with University, College, Secondary School, and Vocational Qualifications

In order to implement the Program of Measures for Encouraging Employment and Maintaining a Higher Employment Rate in the Sarajevo Canton this year, with the method and criteria for implementation, the Public Institution "Employment Service of the Sarajevo Canton" invites employers from the Sarajevo Canton area to apply for the need to hire interns with university, college, secondary school, and vocational qualifications, registered on the unemployment register in the Sarajevo Canton, reports the Bosnian news agency Patria.

The planned funds for these purposes amount to 2,228,024 KM, and the goal is to employ 369 interns, specifically: 267 with university and college qualifications and 102 with secondary school and vocational qualifications, registered on the unemployment register in the Sarajevo Canton, prior to the publication of the public call. 

The Service will reimburse funds to employers covered by the Intern Co-Financing Program who sign an employment contract with the intern and register them for pension and disability insurance, and health insurance in accordance with the Labor Law, for a period of 12 months (for university and college qualifications), exceptionally for medical interns for a period of six months, and six months (for secondary school and vocational qualifications), in a monthly amount of 600 KM for university and college qualifications and 500 KM for secondary school and vocational qualifications per newly employed intern.

These funds are intended for co-financing the gross salary costs of newly employed interns.

Exceptionally from the previous paragraph, medical interns with university/college qualifications under this program are employed for a period of six months and have the same rights as interns from the previous paragraph.

Employers who hire interns based on the Law on Civil Servants, i.e., through the Civil Service Agency, cannot participate in this program, nor can employers who do not settle their tax and contribution obligations and employers who do not have employees registered for pension and disability insurance.

Employers and individuals who have used credit funds from the Federal Employment Institute and the Public Institution "Employment Service of the Sarajevo Canton" - Sarajevo, and have not fulfilled their contractual obligations in accordance with the concluded contracts (have not received workers or do not regularly repay installments), cannot participate in this program.

Employers who have used funds for co-financing employment under any program in the previous three years and have not retained at least 60 percent of the co-financed persons in employment after the end of the co-financing period, cannot participate in this Program (this criterion does not apply to Public Institutions and state institutions operating through the treasury).

Application forms can be obtained at the Public Institution "Employment Service of the Sarajevo Canton" - Sarajevo, in the Department for Employment Incentives, Đoke Mazalića Street 3, office no. 15/I, or downloaded from the Service's website www.juszzks.com.ba.

The Public Institution "Employment Service of the Sarajevo Canton" also invites employers from the Sarajevo Canton area to apply for participation in the Program for Training, Retraining, and Additional Training of Unemployed Persons.

The goal of this program is the training, retraining, and additional training of unemployed persons from the Sarajevo Canton area, for a known employer.

The planned funds for the implementation of this program amount to 136,600 KM, which will cover at least 91 unemployed persons registered on the unemployment register in the Sarajevo Canton.

In order to implement this program, the Service will finance the costs of training, additional training/retraining of unemployed persons for employers, users of this program for new employment, in a maximum amount of 1,500 KM per person, with the obligation of the employer to employ the persons whose training, additional training, and retraining are financed, after its completion, for a period of at least six months.

If the costs of training, retraining/additional training are higher than 1,500 KM, they are borne by the employer.

The Service will make payments of obligations under this program directly to the provider of training, additional training, and retraining, after its completion and submission of evidence that the participants have completed the training, additional training, or retraining, an invoice, and a report on the conducted training by the provider of training, additional training, and retraining.

Employers who do not regularly settle their obligations for payment of public revenues cannot participate in this program, except in cases where the employer has a signed contract with the Tax Administration for installment payment of debt.

Employers and individuals who have used credit funds from the Federal Employment Institute, the Service, and ministries in the Government of the Sarajevo Canton, and have not fulfilled their obligations in accordance with the concluded contracts (have not received workers or do not regularly repay installments) cannot participate in this program.

Also, employers who have used funds for co-financing employment under any program in the previous three years and have not retained at least 50 percent of the co-financed persons in permanent employment cannot participate in this program.

Employers, users of this program, are obliged to retain the existing number of workers they had at the time of submitting the request in employment, except in cases of workers retiring. 

Requests, with the necessary documentation, are submitted directly or by registered mail to the Public Institution «Employment Service of the Sarajevo Canton» - Sarajevo, Đoke Mazalića Street number 3, with the note: «For the Program of Training, Retraining/Additional Training».
