Polish IT Empire and the Balkan Lever: How Asseco Earns Millions Through Serbia and Bosnia and Herzegovina, and the Role of Nikšić and Dodik

(Patria) - In the quiet of public tenders and behind the closed doors of political-business agreements, a network has developed in Bosnia and Herzegovina and Serbia through which the Polish IT corporation Asseco Poland makes enormous profits at the expense of public companies.

At the center of this network are Adam Goral, owner and deputy chairman of the Supervisory Board of ASSECO Poland, and Piotr Jelenski, director of Asseco Southeast Europe, who has built strong business ties in the region using political levers in Serbia and Bosnia and Herzegovina.

Belgrade: Brnabić's channel to the Poles

Jelenski spent years building ties in Belgrade, relying on cooperation with Igor Brnabić, the long-time director of Asseco Serbia and brother of former Prime Minister, now President of the Serbian Parliament, Ana Brnabić.

Asseco Serbia is today considered one of the largest IT companies in Serbia, and it is precisely through it that the Poles secure a political and institutional umbrella for business throughout the region.

Banja Luka: Igor Dodik and Dwelt

In the territory of Republika Srpska, the key role is played by the company DWELT d.o.o. Banja Luka, majority owned by Asee Sarajevo, which in turn is owned by Asseco Poland.





The business is managed by Stefan Krneta, a school friend and godfather of Igor Dodik, son of Milorad Dodik.

DWELT quickly became one of the main IT partners of public companies in RS, including multi-million deals with Elektroprivreda RS (contract awarded through a negotiated procedure worth 26 million KM).

Just last year, DWELT signed a series of contracts worth several million marks with the public sector.

Sarajevo: Grabovica and BS Telecom

In the Federation of Bosnia and Herzegovina, Polish capital was established through BS Telecom Sarajevo d.o.o., also majority owned by Asseco Poland. Business in Bosnia and Herzegovina is possibly run by Elvedin Grabovica, former director of Elektroprivreda BiH.

BS Telecom has been the exclusive partner of Motorways of the FBiH for traffic management and toll collection for the past 12 years. Since 2016, this company has received contracts worth more than 14 million KM, with additional tens of millions (over 50 million KM) through subcontracting arrangements on highways.

The latest audit report, which is negative for Motorways of the FBiH, will list BS Telecom as one of the most significant bidders during 2024. It was determined that a turnover of 7,070,766 KM was achieved.



"The costs of maintaining the motorway surveillance and management system relate to the maintenance services of the hardware and software part of the traffic surveillance and management system on all sections of the A1 motorway under concluded contracts with 'BS Telecom Solutions' d.o.o. Sarajevo," the auditors state.

Also mentioned are the software maintenance services for the toll collection system at toll stations under concluded maintenance contracts with 'BS Telecom Solutions' d.o.o. Sarajevo.

Common interest: Elektroprijenos BiH

The cooperation model of the companies DWELT and BS Telecom is particularly evident in the state company Elektroprijenos BiH.

According to information from the corridors of this industry, key business in this company is arranged by Milorad Dodik and Nermin Nikšić, while the likely creator of the entire well-designed model is the gray eminence of Prime Minister Nikšić, Elvedin Grabovica, with the consent of cadres close to the HDZ, such as Miro Džakula. The technical part of the implementation is ensured by Zagreb-based Končar d.d., which is directly connected to Grabovica and Nikšić.

Polish umbrella – Balkan money

A common feature of the companies involved in these deals is that they work overwhelmingly with public companies. Their protection, according to those in the know, lies in the fact that they operate under the auspices of Polish Asseco Poland.

In this way, potential political and financial sanctions are bypassed, while, it is claimed, millions of marks and euros flow every year into the pockets of people connected to Serbian, Bosnian and Croatian political structures.

Regional profit chain

The end result is a well-integrated system in which Asseco Poland, under the supervision of director Piotr Jelenski, with possible assistance from Igor Brnabić, Elvedin Grabovica and Igor Dodik, controls key IT business in Serbia, Republika Srpska and the Federation of Bosnia and Herzegovina.

They turn public budgets into private profits, while the entire chain functions thanks to political protection and obedient partners in government along the Belgrade – Banja Luka – Sarajevo – Zagreb – Warsaw route.

In practice, state companies and public institutions are turned into ATMs for selected political-business circles. Under the "umbrella" of the Polish giant, the network is protected from sanctions, especially American ones, and Balkan money flows freely directly from public budgets into private pockets, confirming a system in which politics and profit function as an inseparable alliance.

Some of our interlocutors claim that one of the main reasons for Nikšić's insistence that Dodik's SNSD be a partner in government in 2023 was precisely the business relationship of his main associates with Dodik.

At the height of Dodik's anti-BiH madness, Nikšić's intimates continue business relations with the SNSD network in 2025 as well, because Bosnia and Herzegovina is for them only a means of enrichment, especially the apartment-type on the Croatian coast, but we will talk about that sometime in the near future.
