Police from Elektroprivreda BiH seize documents on suspicious deals of Elvedin Grabovica and businessmen close to SDP

(Patria) - FUP inspectors, by order of the KS Prosecutor's Office, requested documentation from Elektroprivreda BiH within the criminal case formed based on a report filed against the former director of that public company, Elvedin Grabovica, Istraga.ba has learned.

In addition to the FUP, the State Investigation and Protection Agency (SIPA) is also seizing documentation from Elektroprivreda BiH.

According to Istraga, these are two separate cases. The first relates to a contract from 2012, worth two million marks (software solutions), while the second relates to the renovation of the administrative building of Elektroprivreda BiH.

The first case, the one concerning software solutions, was formed based on a criminal complaint filed against Elvedin Grabovica by an employee of Elektroprivreda BiH who is, incidentally, in close family ties with the acting director of BH Telecom, Amel Kovačević.

What is disputed?

Back in 2012, Elektroprivreda BiH, with Elvedin Grabovica at the helm, decided to procure an MDM system worth two million marks. The procurement was carried out through the company Iskraemeco d.o.o. Sarajevo, whose founders are Iskraemeco Croatia and Elektroprivreda BiH.

For this job, Iskraemeco engaged companies backed by Miodrag Škrbić, a businessman from the Czech Republic close to the then SDP leader Zlatko Lagumdžija.

The company Nites would later perform maintenance work on that system through the company Enit d.o.o. Sarajevo, whose founder is the company Enit Solutions Ltd from London. According to official records from Britain, the director of Enit Solutions Ltd London is Nebojša Katić. The same person, Nebojša Katić, was also the director of Nites, backed by Miodrag Škrbić.

Since the software purchased by Grabovica was created by the company Nites, only its subsidiary, Enit Solutions, could maintain this system, which cost two million marks, contrary to the Law on Public Procurement. Thus, Enit Solutions alone charged 216 thousand KM for the maintenance of the MDM system in 2018, 150 thousand KM in 2020 plus 50 thousand KM, then 100 thousand in 2022, plus 170 thousand in 2023.

Therefore, thanks to the initial avoidance of public procurement, Škrbić's company met the conditions to be the sole bidder for the maintenance of the system every subsequent year. For this reason, an employee of Elektroprivreda BiH, family-connected to NiP personnel, filed a report regarding deals backed by SDP BiH personnel.

The second job for which police agencies are seizing documents from Elektroprivreda BiH is the renovation of the company's building.

Namely, at least 16 million marks were spent on the reconstruction of the administrative building of Elektroprivreda BiH. The reconstruction work was managed by the company Butmir d.o.o., and all contracts were signed by the former director of Elektroprivreda BiH, Elvedin Grabovica.

The building reconstruction was carried out in 2012, 2013, and 2014, and in addition to the main contract, six annexes were signed regulating "unforeseen works".

The estimated value of the works was 16 million marks, and six bidders applied for the tender. The management of Elektroprivreda BiH then decided that the "most acceptable offer" was from the company Butmir d.o.o. Sarajevo.

A reminder for those who have forgotten, the company Butmir and its owner Husein Sejo Hasibović were the main actors in the "Reket" affair, in which the then leaders of SDP BiH, Zlatko Lagumdžija, Damir Hadžić, and Marin Ivanišević, were suspected of soliciting bribes from businessman Nihad Imamović.

The contract between Elektroprivreda BiH and Butmir was concluded on October 17, 2012, for the amount of 12 million and 482 thousand marks. However, it was soon estimated that this money was not enough for the building reconstruction, so the signing of annexes began.

Thus, in the following two years, a total of six annexes to the existing contract were signed, regulating the payment for the execution of "unforeseen works on the reconstruction of the PT building of Elektroprivreda BiH".

The first "unforeseen works" appeared exactly one year after the conclusion of the main contract. Through a negotiated procedure without prior publication of a notice, the general director of Elektroprivreda, Elvedin Grabovica, awarded Hasibović's Butimir a contract worth 1.53 million marks on September 23, 2013. The contract regulated "unforeseen subsequent works".

Half a year later, "unforeseen works" appeared again. This was followed, of course, by a negotiated procedure without prior publication of a notice, and then Elektroprivreda BiH and Butmir signed a contract worth 983 thousand marks on April 23, 2014. The deadline for the completion of the "unforeseen works" was set for June 5, 2014.

But that's not all. "Unforeseen works" emerged again in October 2014. Then the last, sixth annex was signed, and Butmir and Elektroprivreda BiH agreed that the value of the new "unforeseen works" amounted to 217 thousand marks.
