Data from the FBiH Tax Administration: A significantly larger number of employees is needed for higher contribution revenues and a stable pension fund

(Patria) - Taxpayers of the Federation of BiH in the period January-September 2025 paid 6,594,655,801 BAM in public revenues, which is an increase of 692,806,950 BAM, or 11.74%, compared to the same period in 2024.

Regarding the collection of contributions for Pension and Disability Insurance (PIO/MIO) and health insurance, for which the Prime Minister of FBiH, Nermin Nikšić, claims revenues have decreased since the contribution rates were reduced, the data for September shows the following:

For PIO contributions in September, 255,448,147 BAM were collected. The number of employees at the end of September was 547,065. For comparison, in September 2024, when the number of employees was 545,192, 251,676,223 BAM were collected for PIO contributions. If we compare the collection for PIO contributions for the month of August, a decrease of 53.6 million BAM was recorded.

Regarding health insurance contributions, 189,363,767 BAM were collected in September this year, and a decrease in collection was also recorded, despite an increase in the number of employees by 5,144 persons compared to August.

Compared to 2024, there has been an increase in contribution collection, but the number of employees should certainly increase to balance the reduction in contribution rates. For the payment of pensions for September alone, 314.5 million BAM were needed for 461,857 beneficiaries, and the difference clearly had to be covered by the FBiH Government.


According to official records, activities that saw an increase in the number of employees include: education, public administration and defense, land transport and pipeline transport, specialized construction activities, manufacture of fabricated metal products, except machinery and equipment, and other activities.

Activities that saw a decrease in the number of employees include: activities of food and beverage service, retail trade, except of motor vehicles and motorcycles, accommodation activities, broadcasting activities, manufacture of wood and of products of wood and cork, except furniture, and other activities.

According to official records of the Tax Administration of the Federation of BiH, as of September 30, 2025, 174,667 employees, or 31.93%, were employed up to the age of 35, and 372,398, or 68.07%, were employed over the age of 36. As of September 30, 2025, 303,721, or 55.52%, were male employees and 243,344, or 44.48%, were female employees.
