New Rulebook Enters into Force: International Road Transport Only with a License

As of January 1, 2015, a new Rulebook on the conditions for issuing a license and a driver's qualification card is in effect, reports the BH News Agency Patria.

- As stipulated by state and entity laws, international road transport may only be carried out with a license issued by the Ministry of Communications and Transport of BiH. Inter-entity and domestic transport will continue to be carried out in accordance with valid entity regulations - said the Minister of Communications and Transport of BiH, Damir Hadžić, on this occasion.

The Rulebook on the conditions for issuing a license and a driver's qualification card is harmonized with three Council of Europe regulations (1071/2009, 1072/2009, and 1073/2009), thereby the Ministry of Communications and Transport of BiH has further facilitated access to the road passenger and freight transport activity by removing bureaucratic barriers and reducing administrative costs in the licensing process. By harmonizing common rules with European regulations, the Ministry of Communications and Transport of BiH has made a step forward in the fight against unfair competition in this area.

- The obligation to possess licenses for international transport is prescribed by the Law on International and Inter-entity Transport of BiH, as well as by the Law on Transport of the Republika Srpska, so I do not see any possibility of dilemmas on this issue. The Ministry of Communications and Transport of BiH has done everything to protect the transport services market from unfair competition, primarily through the licensing system - emphasized Minister Hadžić.
