SIPA Seizes Secretary of HJPC's Phone on Court Order

(Patria) - The Director of the Secretariat of the High Judicial and Prosecutorial Council (HJPC) of Bosnia and Herzegovina, Admir Suljagić, had his phone seized.

Members of SIPA, as Istraga learns, acted on the order of the Court of BiH late last week and seized Suljagić's phone, which will be examined as part of the investigation conducted against him by the BiH Prosecutor's Office.

However, as Istraga learns, Suljagić changed his device shortly before the order was issued, with the intention of concealing evidence that could incriminate or compromise him.

There are currently two prosecutorial cases against Admir Suljagić. The first is in the Cantonal Prosecutor's Office of Sarajevo, while the second is in the Prosecutor's Office of BiH.

However, both are directly related to the recent publications by Istraga concerning the examination of phones of individuals arrested in the "Rudnik" operation. We remind you that this operation was carried out in February 2021 by the Cantonal Prosecutor's Office of Tuzla.

Although correspondence incriminating the Director of the HJPC Secretariat, Admir Suljagić, was found in the phones of the arrested businessman from Gračanica, Dženan Mujkić, these correspondences were not processed nor used as incidental findings by the decision of the acting prosecutors and the Chief Prosecutor from Tuzla, Tomislav Ljubić.

Suljagić himself met with Tomislav Ljubić, the Chief Prosecutor of the Tuzla Cantonal Prosecutor's Office, which had the disputed correspondence of the HJPC Secretariat Director back in 2021, two days before his phone was seized, in a catering facility in Vrace, Sarajevo.

We remind you that Istraga published Suljagić's correspondence with Mujkić at the end of September, and the HJPC Director did not deny its authenticity at a Council session.

"Admir S. - the owner of the judiciary," read the message received by the businessman from Gračanica, Dženan Mujkić, on February 11, 2021.

Seven days later, Dženan Mujkić, along with his father and then-state representative Enver Bijedić, was arrested as part of the "Rudnik" operation.

When the TK Prosecutor's Office sent Mujkić's phone for examination, numerous correspondences incriminating the owner of the judiciary, Admir S., were found.

Admir S. is Admir Suljagić, Director of the Secretariat of the High Judicial and Prosecutorial Council of BiH. The messages he exchanged with the arrested Mujkić prove Suljagić's influence peddling.

The fact that he is the "owner of the judiciary" is also proven by the Decision of the Municipal Court in Tuzla, by which prohibition measures were imposed on Enver Bijedić and others arrested on February 20.

In that document, it was stated that the arrested businessman from Gračanica, Dženan Mujkić, communicated with the Director of the HJPC Secretariat, Admir Suljagić.

"Communication in the interception system marked with serial number 7263, carried out on 09/10/2020 at 14:46.

Dženan calls the interlocutor at number 062/688-018 (identified in previous conversations as Faris, Dženan's son) and Dženan says that Atif is in Sarajevo with Suljagić Admir, to finish that for the refined son, and that Atif told Admir everything about the salt mine, and that after that Admir called Dženan.

In the conversation, Dženan says that Admir is good with Enver Bijedić and that he protects him a little regarding the indictments and that Admir will send him a message for them, since his man is the director of the mine and to focus on that, not to 'mess around'. The conversation continues about a company from Bulgaria," the Decision of the Municipal Court in Tuzla states.

January ninth, 2021. Dženan Mujkić sends a message to Admir Suljagić.

Mujkić: Can I ask a question?

Suljagić: What's the rush?

Mujkić: Orašje Penitentiary. Prisoner Samir Moralić. Central heating technician. A request to employ him, so he's not passive.

Suljagić: What happened? What crime? And how much did he get?

Mujkić: Two years. Drug dealing.

Suljagić: OK. We'll talk tomorrow. Regarding this, I want the easiest connection. There are three options. The Minister of Justice of FBiH, the director of the Mostar prison. I want to do this without a trace. And I don't know who this is. How did this one get into drug dealing.

Mujkić: No, no. Don't do anything now. He's my neighbor. His father is the owner, a private businessman. Classic.

Suljagić: I will initiate the system tomorrow. I have already sent this to the commander of the Federal Court Police. Tomorrow we will go through the prison system.

Mujkić: All the best.

A month later, Admir Suljagić sends a message to Dženan Mujkić.

Suljagić: Admir S., owner of the judiciary.

Mujkić: A sellam, bro.

Moving on. Dženan Mujkić had several photos of packed rakija intended for Admir Suljagić in his phone. The packaging read Admir S.

"And plan the rakija for between the 20th and 25th," Mujkić wrote to the HJPC Director.

Suljagić inquired about his case.

"Tonight, just write me the details of the job. How long have you been working, who do they want, the quality of the work you've secured. 10 sentences in one message," Suljagić wrote in a message found on Mujkić's phone.

"Džani, Atif and their team have been drilling at the Salt Mine with foreign companies and in cooperation for 13 years. Now, for the first time, they have applied as an independent domestic company with state-of-the-art equipment and people who know the job.

The competition is a Bulgarian company that is cheaper in the first round. But they don't know how and can't do it. And even if they could, it's not right that a domestic company isn't working during this corona period.

We can lower the price by another 10 percent, but we can't match the Bulgarians who gave a rough price," Mujkić stated in a message to Admir Suljagić.

It was precisely because of the attempt to rig this tender that SIPA arrested Dženan Mujkić on the order of the TK Prosecutor's Office.

But let's get back to the "owner of the judiciary".

According to correspondence in Istraga's possession, Admir Suljagić mediated in the appointment of judicial office holders.

"Good morning, brother. What's up, what are you doing? Sinanović Emir, he applied for a judge position in Srebrenik," Mujkić wrote to the "owner of the judiciary" Admir Suljagić.

"We'll talk," Suljagić replies.

"What are his chances of getting hired. Atif (Mujkić, also arrested) sends you his regards and we haven't seen each other since January 2019. When I'm in Sarajevo, I'll call you for coffee," Mujkić continues.

"Did they call him?" Suljagić asks.

After Mujkić said he would check, Suljagić writes: "Okay. We're arranging it.".

A few days later, Suljagić and Mujkić correspond again regarding appointments. Now, a position in the Municipal Court in Lukavac is being sought for Sinanović.

"Will Lukavac be soon or is it later?" Mujkić asks.

"They will make a list this Friday," Suljagić replies.

Mujkić notes that it is a ranking list of candidates, which Suljagić confirms.

"He thinks he's third on that list because the two who were ahead of him passed," Mujkić writes.

"We'll see now," says Suljagić and then informs Mujkić that he has sent him the ranking list.

"Well, yes. The first is some Croat, the second is a woman who works at Telecom, and the third is him," Mujkić concludes.

On July 15, 2021, several months later, the HJPC announced - Emir Sinanović was appointed as an additional judge of the Municipal Court in Tuzla.

We remind you that Istraga.ba published Suljagić's and Mujkić's correspondence which proves that the Director of the HJPC Secretariat referred to himself as the "owner of the judiciary" and arranged prison benefits.

Following this Istraga article, a discussion about Suljagić's messages was opened at the HJPC session in September. When directly asked by HJPC members to state whether the published correspondence was authentic, Suljagić did not answer.

He only confirmed that he had been questioned as a witness at the TK Prosecutor's Office, while Suljagić's friend and President of the HJPC, Halil Lagumdžija, said that he remembered the Director of the HJPC Secretariat "testifying in Tuzla".

Lagumdžija stated that this should not be discussed and that it is within the jurisdiction of the TK Prosecutor's Office.

Istraga.ba requested a comment from the Chief Prosecutor of the TK Prosecutor's Office, Tomislav Ljubić, back in September.

"Why were these pieces of evidence incriminating Admir Suljagić (which were incidental findings in the 'Rudar' case) not used? Did you meet with Admir Suljagić afterwards at the 'Mama MIA' restaurant in Tuzla?" Istraga asked Prosecutor Ljubić.

No answer has been received so far. However, it should be noted that Ljubić had several disciplinary proceedings in the HJPC. He was never dismissed.
