Five members of the Halilović and Backović families occupied 15 commissions

Ever since the inter-party agreement on the distribution of portfolios in the Government of the Sarajevo Canton gave the Ministry for Veterans' Affairs of the Sarajevo Canton to BPS-Sefer Halilović, it has been clear that it operates under the supervision of the retired general, wrote Slobodna Bosna in December 2013, reports the Bosnian news agency Patria.

The then minister Asim Džambasović, who succeeded Nedžad Ajnadžić (SDA), resigned after only a few months due to, as he stated, „private reasons“.

As Oslobođenje wrote, Džambasović did not want to give consent to the composition of the veterans' commissions that his political option (read: Sefer Halilović) had put together. First, he objected that there were too many commissions (25), and that because of this he would "be under fire from all sides"!

Then, analyzing the composition of the commissions, he noticed that Zaim Backović, a member of BPS and a deputy in the Assembly of the Sarajevo Canton, was proposed for membership in nine commissions, his wife Sabina (economist) and son Faris (lawyer) in two commissions each. Then Semir Halilović, son of the founder of BPS, in eight commissions, Senad Trako and Davut Zaljević in nine, Medina Delalić (journalist) in five commissions. Džambasović is succeeded as minister by Faid Hećo (BPS).

ZAIM BACKOVIĆ IN FIVE COMMISSIONS

Soon there was a correction in the number of members of the Halilović and Backović families, so according to the records published in April 2014, it can be seen that in the end Zaim Backović is a member of five commissions: Commission for the Allocation of Apartments into Ownership, Commission for Conducting Public Procurement Procedures - Negotiated Procedure Without Prior Publication of a Notice (two procedures), Commission for Project Evaluation and Approval of Funds for Financing Projects in 2013, Committee for Marking Significant Events, Dates and Personalities from the Period of the Defensive-Liberation War 1992-1995, Operational Team for Control of the Intended Use of Loans for Financing Programs. Backović's response to membership in such a large number of commissions was: 

- Those who proposed us for the commissions have immense trust in me, my wife and my son, and such people are needed by us, due to the situation we found upon taking over the Ministry of Veterans' Affairs.

Sabina Backović (2) - Commission for the Selection of the Most Favorable Bidder for Providing Climate Treatment (Rehabilitation) Services for Members of the Veteran Population, Commission for Approving Spa and Climate Treatment (Medical Rehabilitation), Granting One-Time Assistance for the Purchase of Medicines, Orthopedic Aids, Medical Supplies and Treatment in the Country and Abroad.

Faris Backović (3)- Commission for Conducting an Open Procedure for the Selection of the Most Favorable Bidder for the Procurement and Delivery of Heating Fuel for the Most Socially Vulnerable Members of the Veteran Population, Commission for Conducting a Procedure for the Selection of the Most Favorable Bidder for Providing Transport Services to Spa and Rehabilitation Centers, Commission for Conducting a Repeated Open Procedure for the Selection of the Most Favorable Bidder for the Procurement and Delivery of Heating Fuel for the Most Socially Vulnerable Members of the Veteran Population.

Semir Halilović (3) - Commission for the Selection of the Most Favorable Bidder for Providing Spa Climate Treatment and Medical Rehabilitation Services, Committee for Marking Significant Events, Dates and Personalities from the Period of the Defensive-Liberation War 1992-1995, Working Group for Drafting the Text of the Law on Amendments and Supplements to the Law on Additional Rights of Veterans-Defenders of Bosnia and Herzegovina and the Working Material of the Law on Organizers of Resistance in the Sarajevo Canton.

Halilović Mirela (2) - Commission for the Allocation of Apartments into Ownership, Commission for the Selection of the Most Favorable Bidder for Providing Climate Treatment (Rehabilitation) Services for Members of the Veteran Population.

Kasumagić Edin (3) (Sefer Halilović's brother-in-law) - Commission for the Allocation of Apartments into Ownership, Commission for Conducting a Repeated Procedure for the Selection of the Most Favorable Bidder for the Procurement and Delivery of Food Products and Personal Hygiene Items, Commission for Conducting a Procedure for the Selection of the Most Favorable Bidder for the Procurement and Delivery of Food Products and Personal Hygiene Items.

War military invalids and members of families of martyrs and fallen soldiers had numerous complaints about the work of the members of the Commission for the Allocation of Apartments and warned about suspicious criteria for selecting beneficiaries. According to their claims, „veterans' apartments“ are allocated without any check of property status, based on friendship and party recommendations, which is why among the „lucky ones“ who solved their housing issue in this way, there were also children of soldiers who are alive and well, and have even returned to their pre-war places of residence (where their houses were also rebuilt with donor funds).
