Parliament adopts Government's amendments to the Law on Civil Service in FBiH

19:00 - The House of Representatives of the FBiH Parliament adopted the Bill on Amendments to the Law on Civil Service in FBiH.

The opposition proposed about 40 amendments to the Government's Bill on Amendments to the Law on Civil Service in FBiH, but the FBiH Government did not accept any of the proposed amendments.

The amendments to the Law on Civil Service in FBiH were supported by MPs from SDA, HDZ, SBB, A-SDA, and BPS. MPs from DF, SDP, HDZ 1990, and Dennis Gratz from Naša Stranka opposed these amendments to the Law.

18:20 - At the session of the House of Representatives of the FBiH Parliament, amendments to the Law on Electric Energy in FBiH were adopted, specifically the part where the legal provision governing capital management in electric power companies is aligned with the Decree on Exercising Authority in Companies with State Capital Ownership under the Jurisdiction of the Federation.

The Head of the DF Caucus, Dženan Đonlagić, stated that this indicates that the 20-year concept of managing public enterprises is more important than the constitutional system and the legal hierarchy of acts in the Federation of BiH.

- It is unprecedented for a law, as a higher legal act than a decree, to now be amended to conform to a decree, and all of this under an urgent procedure - Đonlagić told NAP, adding that the clear intention from the very beginning was to exclude DF from the FBiH Government.

17:30 - Prime Minister Novalić told the MPs of the House of Representatives of the FBiH Parliament that the society in which we live must be reorganized, after criticisms from the opposition and the non-governmental sector regarding the Government's new proposal for amendments to the Law on Civil Service have been pouring in for several days.

- If we are doing well in society now, then we don't need to change it, but I fear we are not doing well - said Novalić. He claims that not a single law proposed by the current Government in the past few months, which has caused a stir in public, was invented by the current Government. The laws, Novalić claims, were prepared by previous Governments, and the current one has merely taken them off the shelves and placed them in the context of the present time.

He once again tried to convince the opposition that the amendments to the Law on Civil Service would bring a better environment to FBiH, but the mood among the opposition has not changed, reports Patria's correspondent.

The opposition in the House of Representatives of the FBiH has criticized the FBiH Government's practice of sending all laws to Parliament for adoption under an urgent procedure recently, even though conditions for such a procedure are often not met, reports the correspondent of the BiH news agency Patria.

The harshest criticisms from MPs of DF, SDP, HDZ 1990, Naša Stranka…, were received by the Government's Bill on Amendments to the Law on Civil Service in FBiH, for which the Government also requests that Parliament adopt it under an urgent procedure.

The non-governmental sector, as well as foreign organizations in our country, have previously warned that more parties need to be involved in the adoption of this law in FBiH, not just the FBiH Government.

They warned that, if the Bill on Amendments to the Law on Civil Service in FBiH is adopted today as proposed by the FBiH Government, it would mean that parties in the Federation would completely control the institutions in the Federation, writes Patria.
