The devilish plan failed, a new competition for the director of the FUP must be announced

A unanimous decision of the FBiH Government, signed by Prime Minister Nermin Nikšić, rejecting the final proposal of the Independent Board for the appointment of Dragan Lukača as director of the FUP, entered into force on the day of its adoption, 10 February 2015, writes the Bosnian news agency Patria.

Furthermore, this decision means that the competition for the selection of the FUP director will have to be repeated, but under the new Law on Internal Affairs of the FBiH, which entered into force on 11 October 2014.

Incidentally, the very procedure for selecting the new director was conducted under the baton of Sead Selman, the president of the Independent Board, who came to this position thanks to his boss Lukač, as Selman is an employee of this institution.

Although several candidates applied for the competition, most of whom met the conditions, Selman decided precisely on Lukač as the best candidate and reappointed him.

Selman's and Lukač's connections are deeply intertwined with interests, from the director protecting his subordinate from disciplinary responsibility for „crashing“ an official car, to rewarding him with a managerial position in the FUP when he was elected director four years ago.

The brothers Aljoša and Dubravko Čampara also had a hand in the last appointment procedure.

We recall that Aljoša Čampara, at the time of the Independent Board session when Lukač was selected as the best candidate, walked the corridors of the FBiH Parliament and pressured the Board members to support Lukač's appointment.

Despite the fact that Lukač must retire by law in a few months (although he should have done so earlier, but he erased his years of service), this did not bother the Čamparas; on the contrary, it suited them to eliminate political dissidents of the Deputy President of the SDA, Bakir Izetbegović, in the coming months through fabricated criminal charges and investigations ahead of the upcoming Congress of this party.

Pressure, which is completely unacceptable as it involves a state prosecutor, was also used by Aljoša's brother Dubravko Čampara.

According to information from Patria, during an earlier session of the FBiH Government that refused to appoint Lukač as director and decided to announce a competition under the new Law on Internal Affairs of the FBiH, Dubravko telephoned ministers and pressured them to raise their hands for him.

However, the plan of the Čampara brothers, Sead Selman, and even Lukač himself has clearly failed, and any decision by the Independent Board other than announcing a new competition will lead to a court epilogue.
