Basic Information on Repeated Elections in Doboj and Srebrenica

SARAJEVO, (Patria)  - The Central Election Commission of Bosnia and Herzegovina, at its 18th (emergency, correspondence) session held on February 2, 2021, adopted decisions on holding repeated elections for the Mayor of the City of Doboj and the City Assembly of Doboj at 89 polling stations, and for the Municipal Mayor of Srebrenica and the Municipal Assembly of Srebrenica at 28 polling stations (26 regular polling stations and 2 polling stations for absentee voting in Gradačac and Živinice).

The repeated elections in Doboj and Srebrenica will be held on Sunday, February 21, 2021. Polling stations will be open from 07:00 to 19:00 hours.

The election silence begins on Saturday, February 20, 2021, at 07:00 hours and lasts until the closing of polling stations, i.e., until 19:00 hours on Sunday, February 21, 2021.

In accordance with Article 14.1 of the Election Law of BiH, repeated elections are conducted based on the same candidate lists and the same extracts from the Central Voters' Register that were used in the annulled elections.

After calling the repeated elections in Doboj and Srebrenica, the Central Election Commission of BiH also adopted a series of acts regulating the repetition of elections in Doboj and Srebrenica, including, among others, the Instruction on the procedure for conducting repeated elections for the Mayor of the City of Doboj and the City Assembly of Doboj and the Municipal Mayor of Srebrenica and the Municipal Assembly of Srebrenica, the Guidelines on deadlines for election activities for holding repeated elections in the basic electoral unit Doboj and Srebrenica, and the Instruction on the application of Article 2.9, paragraph (1), item 1 of the Election Law of BiH, which regulates the procedure for coordinating and monitoring the repeated elections in the basic electoral units Doboj and Srebrenica.

The repeated elections in Doboj and Srebrenica, to be held on Sunday, February 21, 2021, will be monitored on behalf of the Central Election Commission of BiH by 130 supervisors who are trained and certified in accordance with the adopted Program and methodology for training supervisors for monitoring the repeated elections in Doboj and Srebrenica.

The ballot for the election of the Mayor of the City of Doboj contains three candidates on behalf of three certified political parties, while the ballot for the City Assembly of Doboj contains candidates on behalf of 85 certified political entities (34 independent candidates, four coalitions, and 47 political parties). The ballot for the election of the Municipal Mayor of Srebrenica contains four candidates on behalf of four certified political entities (two independent candidates, one coalition, and one political party), while the ballot for the Municipal Assembly of Srebrenica contains candidates from 27 political entities (one independent candidate, four coalitions, and 22 political parties).

At 89 regular polling stations in the repeated elections in the City of Doboj, 427 presidents and members of polling boards have been appointed, along with an equal number of their deputies, while at 26 regular polling stations in Srebrenica, 108 presidents and members of polling boards have been appointed, along with an equal number of their deputies, and one special COVID-19 mobile team with three members has been appointed. Members of polling boards have also been appointed for two polling stations for absentee voting for Srebrenica in Gradačac and Živinice. The right to vote in the repeated elections at 89 polling stations in Doboj is held by 50,615 voters.

The right to vote at 26 regular polling stations in Srebrenica is held by 10,002 voters, and 437 voters at 2 polling stations for absentee voting in Gradačac and Živinice. For observing the repeated elections in Doboj and Srebrenica, the Central Election Commission of BiH accredited 118 observers from citizens' associations on February 18, 2021, while the municipal/city election commission is responsible for accrediting observers from political entities to observe the work of polling boards and the municipal/city election commission.

The CEC notes that all accredited observers accredited for observing the annulled elections held on November 15, 2020, also have the right to observe the repeated elections.
