Farewell Message from the Head of the OSCE Mission: Criticized Politicians, Encouraged BiH Citizens to Take Their Future into Their Own Hands

(Patria) - The Head of the OSCE Mission, Brian Aggeler, is soon leaving BiH, and today he sent messages to both the citizens of BiH and political leaders. From his address, we convey the part concerning the current political situation in BiH.

He pointed out that the rise in the level of rhetoric and actions that undermine unity and the constitutional order, as well as political discourse persistently and increasingly marked by divisions, represent a serious threat to the legal and institutional stability of the country, as well as to the very concept of the state.

"They erode public trust, create uncertainty, and divert attention from the real priorities of citizens. The most serious obstacles to progress — entrenched political interests, ethno-nationalism, corruption, attacks on fundamental human rights — are deeply interconnected and mutually reinforce a vicious spiral.

Allow me to say, unequivocally, that the OSCE, above all, remains a partner that BiH can trust and rely on in facing serious efforts to challenge the constitutional order. We have not wavered in our support for state-level institutions, the constitutional framework, and the rule of law, which are the foundations for a secure, prosperous future," he emphasized.

He told political leaders that they must fully respect the Constitution, preserve the stability and position of various state-level institutions, as well as the independence of the judiciary, and demonstrate genuine commitment to the rule of law, human rights, transparency, inclusive quality education, and genuine reconciliation in order for BiH to move forward.

"Anything less than that undermines the democratic future of this country. These are not only obligations arising from the sovereign commitments and aspirations of Bosnia and Herzegovina. The leaders of this country owe it to every one of its citizens. Meaningful reforms are not just a list of tasks to be implemented – they are the foundation of a stable, peaceful, fair, and prosperous society. Yet, reforms alone are not enough. They must be backed by a common agreement and a common intention to turn a new page, moving from a difficult past towards a more prosperous future. It is necessary to recognize and respect the suffering and pain of all, and to invest in justice as a means not only of remembrance but also of building something stronger where there will be no place for crimes," he added.

He condemned all forms of genocide denial and glorification of war crimes, as well as ethnically based provocations.

"They endanger reconciliation, undermine trust, and deepen wounds. Unfortunately, we have seen such cases in the past few days as well, for example in Srebrenica, just a few hours after mourning the victims of genocide. In addition to potentially containing elements of a criminal offense, such actions are simply unacceptable and extremely indecent. Political leaders – all political leaders – have a duty to condemn such actions and to acknowledge that they serve no purpose," he stated.

Finally, he had a message for the people of BiH.

"Stay committed, stay engaged, and do not lose hope. Let your voice be heard in the democratic process. Real progress requires courage, perseverance, wise decisions, and genuine partnerships. Much good work has been done, but much remains to be done. Foreigners like me can and will do everything they can to support progress, but ultimately this is, of course, your country and its future belongs to you.

I am convinced that Bosnia and Herzegovina can fulfill its greatest potential, and the OSCE Mission to BiH, on behalf of all 57 participating States, will continue to be an unwavering advocate and partner in achieving BiH's progress for all its citizens," Aggeler said.
