
(Patria) - The Municipality of Novi Grad Sarajevo, together with co-owners, continues the project of joint financing of the renovation of damaged parts of collective residential buildings this year.
The Mayor of Novi Grad Municipality Sarajevo, Semir Efendić, signed contracts today with managers of collective residential buildings on co-financing necessary repairs to the common parts of residential buildings in the municipality.
Efendić emphasized that the maintenance of residential buildings is one of the biggest challenges, as existing cantonal regulations are not adapted to the needs.
“The legislation governing this area is not adequate for the times and needs we live in. Due to collection problems, most citizens are not satisfied with the condition of the buildings, nor do managers have sufficient funds for maintenance,” he said.
Last year, the Municipality of Novi Grad launched a program through a public call, where managers and tenants apply with projects.
“It is very important that tenants are also willing to participate in the repair of damage to collective housing buildings. After that part is completed, we sign contracts, and this year we have selected 28 residential buildings where certain interventions will be carried out, mainly on roofs, facades, staircases, and installations,” said Mayor Efendić.
The total value of the works amounts to approximately 360,000 KM, of which the Municipality bears about 60 percent of the costs, and the tenants, through the managers, bear about 40 percent.
“It is important that the manager applies on behalf of the tenants and that they have a certain amount of funds with which they participate, and of course, that the project is justified in terms of damage,” added Mayor Efendić, emphasizing that there is an opportunity every year for everyone who collects part of the funds.
Representatives of managers OKI and Hetig, Muhidin Omerović and Suad Alić, assessed that the biggest problem is the insufficiently active participation of co-owners in building management.
They explained that minimal fees cover the costs of representatives, managers, and emergency interventions, and what remains is intended for savings available to the owners.
They also stated that it is often assumed that by paying minimal fees, owners believe that all obligations have been met and that the building can receive everything it needs.
Muhidin Omerović thanked the Municipality and the mayor for the public call, which will help co-owners and citizens in need with necessary repairs. “Most often, these are problems related to roofs, facades, elevators, and possibly drainage systems. The amount of the minimum fee, the unit price by which the payment slip is calculated, is defined as 0.25 KM per square meter for buildings without elevators and 0.38 KM for buildings with elevators. To this day, that price is the same, and the buildings have double the costs. There will be more and more such calls.
The installations are getting older, the roofs are outdated, and co-owners cannot cover regular costs from regular payments. Co-owners owe approximately 60 million, but not to managers, but to their buildings. That 60 million would revitalize the housing stock, but the problem is that there is only one Municipal Court, and it is extremely slow,” concluded Omerović.
