(Patria) - Delegate in the Bosniak Caucus of the House of Peoples of the BiH Parliamentary Assembly Dženan Đonlagić commented on the letter sent by HDZ delegates to the Chairman of the House of Peoples Kemal Ademović, in which Marina Pendeš informs that three delegates will not attend tomorrow's emergency session of the House of Peoples, thus preventing a quorum, given that only two delegates remain from the Croat Caucus, while three are needed for a quorum. Additionally, Pendeš recommends that Ademović schedule the session for June 16, a day when Dragan Čović assumes the chairmanship.
Đonlagić stated that this is "relaxation, but under the conditions of the HDZ and Dragan Čović."
"Sometime back in 2025, the DF Caucus in the House of Representatives of the BiH Parliament initiated amendments to the Law aimed at providing employees in state institutions and agencies with an increased base for salary calculation. Especially in conditions when the authorities are late in adopting the regular Budget, as was the case in 2025 (adopted only in December), or as is now in June 2026 when it has not been adopted. Of course, according to the Law, the obligation is to adopt the Budget by December 31 of the current year for the next. For months, this Law was 'souring' in the drawers of the House of Peoples, due to simultaneous blockades by the SNSD and the HDZ.
Then, as a DF delegate in the House of Peoples, I undertook activities to bring this Law to the end of the legislative process, not suspecting that we would reach the middle of 2026.
Finally, in the role of Chairman of the Joint Commission for Harmonizing the Text of the Law, on May 18 this year, together with other members, I voted 'for', and thought that now it was just a mere formality to schedule a session of the House and put an end to this long journey of the Law that benefits only employed officials. Politicians, of course, do not get this privilege of an increased salary base," Đonlagić stated.
"When I saw today the letter that the HDZ delegates (Čović, Pendeš, Ćosić) sent to the Chairman, I thought, people, is this possible! They say, due to previously assumed obligations, they cannot attend tomorrow's session and can only from June 16 in the afternoon. Well, the only obligation delegates have, unless it is an official trip or health reasons, is to attend sessions of the House of Peoples. For a quorum, it is not necessary for all three HDZ delegates to come, but only one, considering that Zlatko Miletić and Ilija Cvitanović are also there. Do you think it is a coincidence that all three HDZ delegates have 'previously assumed obligations' together until June 16? What is this really about?
Precisely on June 16, Dragan Čović takes over the chairmanship from Kemal Ademović, according to the rotation system. The message is as follows. The session will be when I say, when I take over the chairmanship and in the way I lead the relaxation process. Transparent, but really, transparent," Đonlagić stated.
