House of Representatives session concluded: Law on Foreign Affairs returned for harmonization

(Patria) - At the 11th session of the House of Representatives of the Parliamentary Assembly of Bosnia and Herzegovina (PSBiH), the Draft Law on Foreign Affairs of Bosnia and Herzegovina, proposed by the Council of Ministers of BiH, was sent for harmonization to the Collegium of the House, in the first reading, due to the lack of entity majority.

The Draft Law on the Conclusion and Implementation of International Treaties, proposed by the Council of Ministers of BiH, was also sent for harmonization to the Collegium of the House, in the first reading, due to the lack of entity majority.

After considering the interpellation of MPs Šerif Špago, Edin Ramić, Midhat Čaušević, Šemsudin Dedić, Safet Kešo, Nermin Mandra, Amor Mašović, Šemsudin Mehmedović, Denijal Tulumović, Milan Dunović, Vlatko Glavaš, Zlatan Begić, Jasmin Emrić, and Elvis Hodžić, the House of Representatives, due to the lack of entity majority, sent the following draft conclusions for harmonization to the Collegium of the House:

The House of Representatives of PSBiH requests the Prosecutor's Office of Bosnia and Herzegovina to conduct an investigation into the implementation of the Law on Aviation of Bosnia and Herzegovina ("Official Gazette of BiH", No. 39/09), and other regulations based on that Law, as well as the Rulebook on Flight Approval ("Official Gazette of BiH", No. 53/18) concerning the flights of the "Super Puma" helicopter of the Ministry of Internal Affairs of the Republic of Serbia, which entered the airspace of Bosnia and Herzegovina on July 24, 2023, then performed several flights in the airspace of Bosnia and Herzegovina on July 25, 2023, and to initiate criminal proceedings against responsible and official persons if criminal offenses are found.

The House of Representatives of PSBiH tasks the Ministry of Foreign Affairs of Bosnia and Herzegovina to send a diplomatic note to the Republic of Serbia pointing out the violated diplomatic procedures and the violation of the sovereignty and territorial integrity of the airspace of Bosnia and Herzegovina by their state aircraft, the "Super Puma" helicopter of the Ministry of Internal Affairs of the Republic of Serbia, which illegally entered the airspace of Bosnia and Herzegovina on July 24, 2023, and illegally performed several flights and operations in the airspace of Bosnia and Herzegovina on July 25, 2023.

Furthermore, this diplomatic note should propose conducting a joint international investigation to clarify the entire case and prevent such practices from recurring.

The House of Representatives adopted the parliamentary initiative of Šemsudin Mehmedović, which requests the Council of Ministers of Bosnia and Herzegovina to initiate the procedure for amending the Rulebook on the Conditions for Procurement and Use of Official Vehicles in Institutions of Bosnia and Herzegovina ("Official Gazette of BiH", No. 34/23) with the aim of deleting paragraph (6) of Article 6 and paragraph (5) of Article 7, which regulate the continuous use of official vehicles 24 hours a day and travel orders for official vehicles operated by a single person.

The parliamentary initiative of Darko Babalj was also adopted, which instructs the Ministry of Foreign Trade and Economic Relations of BiH to provide the House of Representatives with information on the import of pigs into the Semberija region in 2023 within 15 days.

The parliamentary initiative of Aida Baručija, Sabina Ćudić, and Predrag Kojović, which tasks the Council of Ministers of Bosnia and Herzegovina and the competent Ministry of Communications and Transport of BiH to submit a Draft Law on Amendments to the Law on the Fundamentals of Road Traffic Safety in Bosnia and Herzegovina to the parliamentary procedure within 60 days, regulating the status of electric scooters in traffic, was sent for harmonization to the Collegium of the House due to the lack of entity majority.

The House of Representatives did not adopt the parliamentary initiative of Šemsudin Mehmedović, which requests the Council of Ministers of BiH to initiate the construction of the museum of Bosniak suffering "Heliodrom" in the building of the current barracks of the Armed Forces of BiH "Stanislav Baja Kraljević".

The Report on the State of Radiation and Nuclear Safety for 2022, submitted by the State Regulatory Agency for Radiation and Nuclear Safety, was adopted. The House of Representatives adopted the Draft Decision on the Establishment of an ad hoc Commission of the PSBiH for the Appointment of the Council of the Communications Regulatory Agency of Bosnia and Herzegovina, proposed by the Ministry of Communications and Transport of BiH.

MP Jasmin Imamović, delegates Marina Pendeš, Snježana Novaković – Bursać, as well as Davorka Topić – Stipić, Goran Krivić, and Aida Daguda were proposed for this commission. The House of Representatives gave consent for the ratification of the Agreement on Economic Cooperation between Bosnia and Herzegovina and the Republic of North Macedonia.
