All-day session of the House of Representatives of the FBiH Parliament concluded

(Patria) - The session of the Committee on Elections and Appointments was held late tonight in Sarajevo during a break of the eighth regular session of the House of Representatives of the Federal Parliament.

Proposing amendments and additions to the current decision on the appointment of parliamentary working bodies, the Committee also proposed the leadership and some of its missing members, all of which was confirmed by the House of Representatives with a majority of votes after the break.

Shortly thereafter, this lengthy session of the House concluded, and the next one was announced for Wednesday.

According to the proponents, the aforementioned decision created the conditions for the Committee on Elections and Appointments to propose candidates for certain important positions in the Federation.

According to the opposition, everything is very controversial and was carried out tonight in an attempt, as they state, by the ruling Croatian Democratic Union (HDZ) BiH to ultimately appoint Marin Vukoja from the Federation to the vacant position in the state Constitutional Court.

Otherwise, the work of the Committee had been blocked for months, as well as the Legislative-Legal Committee, due to a lack of quorum, as members from opposition parties did not attend the sessions.

The Committee on Elections and Appointments and the Legislative-Legal Committee, whose work has been blocked since November, as well as certain other bodies, are responsible for proposing candidates or reviewing laws and other acts, which is a necessary procedural step before the final decision of the House of Representatives.

The opposition announced that due to the amendment of the rules on the functioning of parliamentary working bodies, they will approach judicial authorities, possibly with criminal charges against the initiators.

In the opinion of the opposition, the Rules of Procedure of the House were grossly violated and amended, and the institution of quorum in working bodies was called into question as a mechanism that by its nature prevents a smaller number of people than necessary from deciding on important issues.

The opposition SDA announced that it will file an appeal with the Constitutional Court of the Federation due to, in its opinion, the questionable convocation of today's session of the House.

The SDA states that it is controversial that the resigning Speaker of the House, Mirjana Marinković-Lepić, authorized the Deputy Speaker, Mladen Bošković, to lead the session in her place, without consulting the other Deputy Speaker, Edina Gabela.

Marinković-Lepić said that last Friday, when her sick leave ended, she invited Gabela to her office at 9 AM to discuss authorizing a person to lead the session, but Gabela did not come.

The Deputy Speaker confirmed her absence today, but added that she did not consider it necessary to respond because the Speaker did not contact her when authorizing Bošković to lead the previous session of the House.

The opposition cited the fact that the Speaker did not have the consent of the other Deputy Speaker as an argument during today's session that Bošković's leadership of the session was illegal.

The ruling majority, on the other hand, responded by claiming that everything is in order and that it is not possible to predict all subjective and objective circumstances that may arise in the work of the House.

The Speaker, however, stated that she cannot lead today's session, which she can support with medical documentation, even though her sick leave ended on Friday.

Mirjana Marinković-Lepić resigned in September last year, citing health problems as the reason.
