What Izetbegović, Čović and Komšić were arguing about before signing the agreement

Since last night, when the first speculations began that the signing of the agreement between the SDA, HDZBiH and DF might not happen despite the announcement, there was speculation about what the problem was and why what had already been agreed upon, and the representatives of these three parties were supposed to only finalize the details, turned into a "political tug-of-war", writes the Bosnian news agency Patria. 

As we learn from members of the negotiating teams, Bakir Izetbegović, Dragan Čović and Željko Komšić were arguing over point 1 of the document titled Programmatic Principles of Parties and Coalitions for the Establishment and Functioning of Government in BiH.

-When adopting constitutional solutions, ensure full constitutional and institutional equality of Bosniaks, Croats and Serbs, as constituent peoples (together with Others) and citizens of BiH - as stated in the Constitution of BiH-Annex IV throughout the entire territory of BiH..., it is written in the signed Programmatic Principles. 

Our interlocutor reveals that in the agreement signed by Izetbegović and Čović in Mostar, it stood "constituent peoples and citizens of BiH", and that last night, during the finalization of the version, the DF demanded that instead of that, it be written "constituent peoples, those who do not declare themselves as members of constituent peoples and citizens of BiH". 

This formulation did not suit Čović, so in the end, the three leaders reached a compromise to return to the original constitutional provision, after which the document was signed.
