OHR satisfied with Constitutional Court decision regarding the Law on Civil Service in FBiH

The Office of the High Representative welcomes today's decision of the Constitutional Court of the Federation of BiH regarding the Law on Amendments to the Law on Civil Service in FBiH, by which the court confirmed the right of all citizens to equal employment opportunities in the civil service without discrimination.

- The Court's decision confirms the key principles of the Law on Civil Service, such as legality, transparency and publicity, accountability, efficiency and economy, as well as professional impartiality and political independence. The unchanged position of the OHR is that the civil service should be professional, efficient and politically neutral, and that the employment of higher-ranking civil servants must be transparent and based on professional criteria.

The OHR wishes to emphasize the importance of the obligation to respect the decisions of the Constitutional Court, as well as the principles of the rule of law - and the duty of competent authorities - to consistently implement constitutions and rules of procedure for decision-making when adopting laws - say the OHR.
