Legislative procedure for Zvizdić's law on the Supreme Court of BiH suspended

(Patria) - At the session of the House of Representatives of the BiH Parliament, the legislative procedure for the Bill on the Supreme Court of BiH, proposed by MP Denis Zvizdić, was suspended today.

This is the result of the Constitutional and Legal Affairs Committee of the House of Representatives providing a negative opinion to the House twice, meaning it did not determine compliance with the BiH Constitution and legal system, nor did it support the principles of the proposed law.

In accordance with the provisions of the Rules of Procedure, after two negative opinions from the competent committee, the legislative procedure is suspended, Fena reports.

The proposed law stipulated that the organization, jurisdiction, public nature of work, financing, and all other issues related to the establishment and functioning of the Supreme Court of BiH as the highest court of cassation in BiH, which ensures the consistent interpretation of law throughout BiH, would be regulated.

The proposer of the law, Denis Zvizdić, stating some of the reasons why he believes this law is necessary, said that BiH is practically the only country in the region that does not have a Supreme Court and the only country in Europe that does not have a Supreme Court or an institution that is a counterpart to the Supreme Court, in terms of a body responsible for harmonizing judicial practice.

The House of Representatives did not adopt the parliamentary initiatives of Šemsudin Mehmedović, which oblige six BiH institutions based in Sarajevo to ensure adequate national representation of civil servants in accordance with the Law on Civil Service in BiH Institutions; four BiH institutions based in Mostar to ensure adequate national representation of civil servants in accordance with the Law on Civil Service in BiH Institutions; and five BiH institutions based in RS to ensure adequate national representation of civil servants in accordance with the Law on Administration and the Law on Civil Service.

The Reports on the work of the standing committees of the House of Representatives for 2023, as well as the Reports on the work of the joint committees of both houses of the BiH Parliament for 2023, were adopted.

The representatives adopted: the Report on the work and the Financial Report of the BiH Postal Traffic Agency for 2023, the Report on the work of the State Regulatory Commission for Electrical Energy in 2023, as well as the Strategic Rural Development Plan of Bosnia and Herzegovina for the period from 2023 to 2027, a framework document.

The parliamentary initiative of Rejhana Dervišević, Saša Magazinović, Ermina Salkičević-Dizdarević, Albin Muslić, and Jasmin Imamović was also adopted, by which the House of Representatives tasks the Council of Ministers of BiH to, in cooperation with the competent ministry, enable the payment of administrative fees via a web service/application to the account of the Ministry of Finance and Treasury of BiH.

At today's session, the parliamentary initiative of Denis Zvizdić was also adopted, by which the House of Representatives of the BiH Parliament proposes to the governments of the Federation of BiH, RS, and Brčko District to prepare amendments to the entity criminal codes and the Criminal Code of Brčko District, which will define "reckless driving in road traffic" as a separate criminal offense.

Among other things, the Proposal for a Decision on the appointment of the Council of the Communications Regulatory Agency of BiH was adopted, and consent was given for the ratification of two international agreements.
