NSRS: Information on 'anti-Dayton activities of the Constitutional Court of BiH' and eight conclusions adopted

SARAJEVO, (Patria) - The National Assembly of Republika Srpska adopted on Monday around 11 p.m. the Information on the “anti-Dayton activities of the Constitutional Court of Bosnia and Herzegovina”. 

The information was adopted with 72 votes in favor and two against. 

Subsequently, eight conclusions agreed upon by party leaders from both the ruling and opposition parties were adopted. 70 representatives voted for the conclusions, while two were against. 

Adopted conclusions: 

1. NSRS confirms the commitment of RS to the General Framework Agreement for Peace in BiH, especially the original text of the Constitution of BiH as Annex IV.

2. NSRS obliges the representatives of RS in the institutions of BiH to propose in the Parliamentary Assembly of BiH the adoption of the Law on the Termination of Mandate of Foreign Judges and the Election of Domestic Judges in the Constitutional Court of BiH.

3. NSRS tasks the Government of RS to continue the previously initiated negotiations with the Government of the Federation of BiH with the aim of defining the border line between Republika Srpska and the Federation of BiH, in accordance with Annex II of the General Framework Agreement for Peace in BiH.

4. NSRS obliges the representatives of RS in the institutions of BiH to suspend the adoption of any decisions in the bodies of BiH until the adoption of the Law on the Termination of Mandate of Foreign Judges and the Election of Domestic Judges in the Constitutional Court of BiH and its entry into force.

5. NSRS emphasizes that RS is a signatory party to all annexes of the General Framework Agreement for Peace in BiH, and therefore also to Annex IV, which is the Constitution of BiH.

6. NSRS confirms that the High Representatives and the Constitutional Court of BiH have violated the Dayton Agreement and the Constitution of BiH, thereby altering the political system contrary to the General Framework Agreement for Peace in BiH, which is a treaty of an international legal character.

7. NSRS obliges all institutions of RS not to accept or implement any future anti-Dayton and undemocratic decisions of the High Representative and the Constitutional Court of BiH.

8. NSRS demands that the representatives of RS in the bodies of BiH inform the National Assembly of RS about the implementation of these conclusions within 60 days.

The session was then concluded, and the regular session of the NSRS will be held on Tuesday.
