NSRS softens conclusions: 'Dodik will go to court when he recovers'

(Patria) - A special session of the National Assembly of Republika Srpska is underway in Banja Luka.

On the agenda are two items - "Information on the collapse of the legal system in BiH by violating the Dayton Peace Agreement" and "Adopting a stance on the Proposal for a Law on Border Control and the Proposal for a Law on Personal Data Protection of BiH, which have been sent to the House of Representatives of the Parliamentary Assembly of BiH for procedure".

Within the proposed Information, one of the conclusions in the original version called on the President of Republika Srpska, Milorad Dodik, not to respond to the BiH Court anymore.

"The National Assembly of Republika Srpska demands that the President of Republika Srpska and the Director of the Official Gazette of Republika Srpska no longer respond to the summons of the BiH Court," the conclusion stated.

However, it was later amended, and instead of the original version stating "not to respond to the summons of the BiH Court," the new version reads "not to respond to the summons of the BiH Court as long as he is not medically capable".

"The National Assembly of Republika Srpska demands that the President of Republika Srpska and the Director of the Official Gazette of Republika Srpska no longer respond to the summons of the BiH Court, until the President of Republika Srpska is medically capable of participating in the proceedings," reads the amended conclusion, according to Nezavisne novine.

The conclusion calling on representatives of the Serb people to suspend their work in BiH institutions until the proceedings against Dodik are halted has also been amended.

That conclusion stated: "The National Assembly of Republika Srpska demands that the appointed and elected representatives of Republika Srpska from the constituent Serb people in the joint institutions of BiH, without exception, suspend decision-making at the BiH level, until the BiH Court and the BiH Prosecutor's Office suspend the politically fabricated proceedings against the President of Republika Srpska and the Director of the Official Gazette of Republika Srpska".

Now, this conclusion has been expanded to include - "except in cases of decisions by which competencies are transferred from Republika Srpska to the level of joint institutions".

"The National Assembly of Republika Srpska demands the cessation of European integration until the rule of law is established in BiH. The National Assembly of Republika Srpska states that a country in which the President of Republika Srpska or any individual is tried based on a law not adopted by the legislative body, but imposed by an unelected individual of foreign citizenship, cannot continue European integration," one of the conclusions stated.

And now, the word "cessation" is no longer in it, and it reads the following:

"The National Assembly of Republika Srpska warns that European legal standards prohibit the conduct of inhumane and degrading judicial proceedings against persons in a state of health endangerment, which the BiH Court is currently doing and is moving BiH away from the European path.

In this regard, the National Assembly of Republika Srpska states that the continuation of European integration is not possible in a country where the President of Republika Srpska or any individual is tried based on a law not adopted by the legislative body, but imposed by an unelected individual of foreign citizenship".
