NSRS supports Željka Cvijanović's veto, decisions of the BiH Presidency challenged

(Patria) - After a tumultuous day and a special session on the Law on Non-Application of Decisions of the Constitutional Court of Bosnia and Herzegovina, deputies in the National Assembly of Republika Srpska continued their work and opened another special session, this time on the veto of the Chairwoman of the Presidency of Bosnia and Herzegovina.

Željka Cvijanović received the support of a two-thirds majority for her veto, by which the Conclusion on the urgent adoption of the Agreement on Freedom of Movement with ID Cards in the Western Balkans, the Agreement on the Recognition of Professional Qualifications of Doctors of Medicine, Doctors of Dental Medicine and Architects in the context of the Central European Free Trade Agreement, and the Agreement on the Recognition of Higher Education Qualifications in the Western Balkans, adopted without consensus at the sixth regular session of the BiH Presidency held on June 21, were declared harmful to the vital interest of Republika Srpska.

The veto was supported by 64 members of parliament, giving Cvijanović the necessary two-thirds majority.

Cvijanović received the same number of votes for declaring the Conclusion on the adoption of the Action Plan for fulfilling the 14 key priorities from the European Commission's Opinion on BiH's application for membership in the European Union as harmful to vital interests.

The debate on this agenda item was not particularly heated, and it was evident that Cvijanović would receive the necessary support based on the proposed conclusions, which, along with the ruling parties, were also supported by the PDP and SDS, N1 reports.

The first conclusion states that "the National Assembly strongly condemns acts of violence, political persecution, poisoning, and the continuous endangerment of the security situation for the Serbian population in the north of Kosovo and Metohija by the provisional Kosovo* institutions and appeals to all relevant international actors to take the necessary measures to normalize the security situation in the north of Kosovo and Metohija as soon as possible."

In the second conclusion, the NSRS proposes that Cvijanović initiate within the Presidency of Bosnia and Herzegovina a declaration on the acceptance of the Agreement on the Recognition of Professional Qualifications of Doctors of Medicine, Doctors of Dental Medicine and Architects in the context of the Central European Free Trade Agreement and the Agreement on the Recognition of Higher Education Qualifications in the Western Balkans.

The third conclusion concerns the confirmation of membership in the European Union as a primary foreign policy goal and the rejection of "any attempts to abuse European integration towards centralizing the constitutional and legal structure of BiH," with a request that all forms of communication in the field of European integration be carried out in accordance with constitutional competencies and the coordination mechanism.

This conclusion is particularly interesting as it comes immediately after the National Assembly, at the session dealing with the Constitutional Court of Bosnia and Herzegovina, adopted a conclusion suspending work on fulfilling the requirements from the priorities until the Constitutional Court is reformed.

The fourth conclusion also emphasizes full commitment to the European integration process, calling on competent institutions to carry out their activities in this area exclusively in compliance with applicable positive legal regulations, especially the Decision on the Coordination System of the European Integration Process in Bosnia and Herzegovina.
