NS BiH: All contracts are transparent, the Legal Committee will rule on Halep on September 1

Jasmin Baković, the general secretary of the Football Association of Bosnia and Herzegovina, denied allegations from yesterday's report by Federal Television at today's press conference, in which Amir Halep, a suspended member of the Association's Executive Board due to violations of regulations and failure to implement decisions of competent bodies as vice-president of the FA of the Central Bosnia Canton, made accusations about „illegal“ actions within the Association, writes the Bosnian news agency Patria.

- We cannot remain silent about the accusations, because claims and statements were made that affect the dignity of the Association - said Baković.

Namely, as explained today by the Association, denying the allegations made, the Budget of the FA of Bosnia and Herzegovina was adopted, and a rebalancing was not necessary given that there was no special borrowing or lending.

- The contract with the security agency „Securitas“, for which it is claimed that the cost was paid later, was duly concluded. For the friendly match Argentina - Bosnia and Herzegovina in St. Louis, a list of 35 people was planned, and we paid for travel expenses with the bonus we received - explained Baković.

Also, the sponsorship contract with „Adidas“, according to Baković, was signed transparently, unanimously by a decision of the members of the Association's Executive Board, based on the opinion of a court expert in economics, as well as the positions of the Finance Committee and the Legal Committee of the FA of Bosnia and Herzegovina.

- All contracts were concluded in the interest of the Association, and based on an earlier decision of the Association's Normalization Committee, contracts can be signed by the president and the general secretary - said Baković, adding that premiums for the „A“ national team's qualification for the World Cup have not been paid to anyone, and are prescribed by the Regulations on Awards, as well as by a decision of the Association's Executive Board.

Given that the report also considered the trip of Mirsad Ćatić, the owner of „Securitas“, to Brazil as „controversial“, the Association explained that the list was established on April 3, 2014, and Halep was then a member of the Executive Board of the FA of Bosnia and Herzegovina. Ćatić traveled to Brazil in the capacity of a security officer.

- All payments to the agency „Securitas“ for match security were made in accordance with relevant contracts. The Association does not decide on the number of security guards or how long they will stay; rather, the Ministry of Interior determines, based on the risk of the match, how many security guards will remain, at the stadium, around the stadium. One hour of a security guard costs 6 KM, per match that is about 60,000 KM - explain from the Association, emphasizing that FIFA and UEFA rules on this matter are strict.

As Baković said, the FA of Bosnia and Herzegovina will take all available legal measures to protect its dignity, rights and interests.

- On Monday, the Legal Committee will meet and rule on Halep's status after the suspension, i.e., whether he will be able to perform the function(s) for which he received a ban in the next six months at all. The Association's Disciplinary Commission made the decision on May 12, 2014 - said from the Association, while the Executive Board meeting is on Tuesday, where they will rule on the opinion of the Legal Committee in the Halep case.

We remind you, the Regulations Commission of the FA of the Federation of Bosnia and Herzegovina determined that the FA of the Central Bosnia Canton, whose vice-president was Amer Halep, in conducting the competition entrusted to it by the Association, did not act in accordance with applicable regulations and decisions, and through incorrect application of regulations, brought NK Novi Travnik into the competition in the First Cantonal League of the FA of the Central Bosnia Canton, which had not competed for several competitive seasons. The rule is that the champion of the Second Cantonal League enters a higher level of competition, states the explanation of the Disciplinary Commission's decision. Also, on August 1, the Association's Appeals Commission rejected Halep's appeal, thereby confirming the earlier decision on suspension from May 12, writes Patria.
