New Law on Civil Service in the Federation of Bosnia and Herzegovina: When a Minister's Term Ends, Deputies Also Go Home

The Government of the Federation of Bosnia and Herzegovina today adopted the Proposal for the Law on Amendments to the Law on Civil Service in the Federation of Bosnia and Herzegovina, aligning its provisions with the recently adopted Labor Law and forwarded it to parliamentary procedure under urgent procedure.

One of the reasons for adopting these amendments is the need for reorganization of public administration in the Federation of Bosnia and Herzegovina with the aim of making the civil service more rational, while increasing efficiency and expediency, which is in line with the Reform Agenda for the period 2015-2018, adopted by the Government of the Federation of Bosnia and Herzegovina.

One of the new solutions expands the exemption from the application of this law to secretaries of the Houses of the Parliament of the Federation of Bosnia and Herzegovina, the Secretary of the Government of the Federation of Bosnia and Herzegovina, heads of independent federal administrations and independent federal administrative organizations, heads of federal administrations and federal administrative organizations within ministries, heads of professional services of the Government of the Federation, secretaries of federal civil service bodies, deputies of heads of federal civil service bodies, chief federal inspectors, and the head of the cabinet of the head of a federal civil service body.

This should mean that after a minister ends their term, their deputies also go home.

Among the newly proposed solutions is the deletion of positions for senior civil servants: head of an independent administration and independent institution, secretary of a civil service body, head of an administration and institution within a ministry, deputy head of a civil service body, and chief inspectors, since it has already been determined that they are not civil servants.

At today's session of the Government, alignment was also made with the Law on the Organization of Administrative Bodies in the Federation of Bosnia and Herzegovina, so the term "institution" was replaced with "administrative organization," NAP reports.
